PLANNING ADMINISTRATOR, PEMA
DEFINITION: This is professional and administrative planning work involving the development and review of emergency-related plans and planning policies at the Pennsylvania Emergency Management Agency.
An employee in this job supervises the development, review, evaluation, and administration of emergency-related plans and planning policies. Work involves developing statewide emergency-related policies and procedures; ensuring appropriate review of specific emergency-related plans and procedures developed at the local, regional, or state level; implementing the policies and procedures to affected organizations and agencies; and ensuring that emergency-related plans are in compliance with Federal and state regulations. Work also involves meeting with public officials, local and regional planning commissions, and the general public to encourage planning activity, render technical advice, explain the plans and policies, and seek cooperation and participation in the planning process. Work includes the review of proposed legislation to assess the impact on the development of plans and policies at the local, regional or state level. An employee in this job supervises staff involved in reviewing and evaluating emergency-related plans and planning policies. Work assignments are received in the form of oral or written instructions and an employee exercises freedom of judgment in selecting the approach to be followed. Work is reviewed upon completion for completeness, quality, and adherence to established standards.
EXAMPLES OF WORK: Develops and implements statewide emergency-related planning policies and procedures.
Supervises and participates in the review and evaluation of emergency-related plans and planning policies prepared at the local, regional or state level.
Ensures compliance with Federal and state regulations and guidance regarding public health and safety and emergency planning.
Leads special projects, assessments, or in-depth analysis activities.
Reviews emergency response exercises to ensure they are conducted in compliance with emergency plans and regulations.
Assists in preparing testimony, reports, and briefings on activities for federal legislators.
Meets with public officials, local and regional planning boards or commissions and the general public to encourage emergency-related planning activities and provides technical advice and assistance for the development of emergency-related plans and policies.
Identifies the relationships between state and local or regional plans and policies and meets with public officials and local and regional planning boards or commissions to resolve differences.
Reviews proposed legislation to assess impact on the development of emergency-related plans and policies at the local, regional or state level.
Prepares correspondence to answer oral and written inquiries regarding emergency-related plans and the planning process.
Ensures appropriate training is provided to familiarize emergency personnel with planning programs and activities.
Performs the full range of supervisory duties.
An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles of emergency-related planning.
Knowledge of the practices and objectives of local, regional and state planning.
Knowledge of the research methodology, including basic statistical and mathematical techniques, process, procedures, and practices involved in conducting research.
Knowledge of the available data sources pertaining to emergency-related planning and the development of plans and policies.
Ability to extract, organize, interpret and analyze data.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: Two years of professional emergency-related planning experience and a master's degree in planning;
or
An equivalent combination of experience and training that includes two years of professional emergency-related planning experience.
