JOB TITLE: PLANNING ADMINISTRATOR, DEP

DEFINITION: This is professional and administrative work overseeing the development, review, and evaluation of emergency-related plans and planning policies for the Department of Environmental Protection (DEP).
An employee in this job oversees and develops statewide emergency-related planning policies and procedures; reviews emergency-related plans and procedures developed at the local, regional, or state level for compliance with federal and state regulations; and implements policies and procedures for emergency response and incident management. Work includes reviewing proposed legislation to assess the impact on state and local emergency related plans and policies. Work also includes meeting with public officials, local and regional planning commissions, and the public to encourage planning activity, provide technical advice, explain current plans and policies, and seek cooperation and participation in the planning process. Work is assigned by an administrative supervisor and reviewed for completeness, quality, and adherence to established standards.

• Oversees and conducts the preparation, review, and maintenance of emergency-related plans and planning policies prepared at the local, regional, or state level.
• Develops emergency planning guidance consistent with federal and state regulations and preparedness standards for use by state, county, and municipal governments.
• Maintains and tracks an inventory of emergency operations plans and associated standard operating guides.
• Develops and implements policies and standard operating procedures for emergency response and incident management.
• Leads special projects, assessments, or in-depth analyses related to emergency planning and response.
• Assists in preparing testimony, reports, and briefings on policy issues.
• Meets with public officials, local and regional planning boards or commissions, and the public to encourage emergency-related planning activities and provides technical advice and assistance for the development of emergency-related plans and policies.
• Identifies discrepancies between state and local or regional plans and policies and meets with public officials and local and regional planning boards or commissions to resolve differences.
• Reviews proposed legislation to assess impacts on the development of emergency-related plans and policies at the local, regional, or state level.
• Develops training for emergency response staff to effectively implement plans.
• Conducts exercises to evaluate staff knowledge and identify areas for improvement.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices used in emergency-related planning.
• Knowledge of laws and regulations governing emergency-related planning.
• Knowledge of the practices and procedures of local, regional, and state emergency planning.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to analyze and interpret statistical and mathematical data.
• Ability to read, analyze, and interpret policies, procedures, and regulations.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two years of professional emergency-related planning experience, and a bachelor’s degree in emergency planning or a closely related field;
or
• An equivalent combination of experience and training that includes two years of professional emergency-related planning experience.
