ENVIRONMENTAL PLANNING MANAGER

DEFINITION: This is managerial professional planning work within the framework of various state and Federal program areas involving the development of environmental plans and planning policies at the local, regional or state level.

An employee in this class manages, through subordinate supervisors, the activities of a professional staff engaged in the development, review, evaluation or administration of the development of environmental plans and planning policies. Work involves managing environmental planning and research activities for the collection, organization, analysis and presentation of the data necessary for the development, evaluation and implementation of environmental plans and planning policies. Work also involves managing, reviewing, and participating in the development of new and improved environmental planning methodology and techniques, researching of new data sources, and evaluation of proposed programmatic changes. Work includes the formulation of substantive recommendations for changes in environmental program or policy directions based upon projected changes in environmental physical, social, economic, or political factors impacting on agency or Commonwealth programs and presenting findings to policy making officials and advisory bodies. Work involves coordinating activities and environmental programmatic goals with local and regional planning boards and commissions and private agencies. Work is accomplished through subordinate supervisors involved in planning and organizing work, assigning work, determining work priority, reviewing work performance, evaluating employee performance, assisting in interviewing and recommending selection of employees, receiving and answering grievances, and approving leave requests. Work is assigned in the form of broad objectives and policy statements and the employee exercises considerable freedom of judgment in making technical and administrative decisions. Work is reviewed by an administrative and professional superior through reports and meetings for soundness and completeness of the recommendations and adherence to overall policies and objectives.

EXAMPLES OF WORK: Manages through subordinate supervisors, a professional staff engaged in the development, review, evaluation, coordination and implementation of environmental plans and planning policies.

Manages research efforts into new environmental data sources and new or improved methodologies and techniques which may be utilized to improve the development or review of environmental plans and planning policies and recommends adoption of those which are appropriate.

Manages through subordinate supervisors the review and evaluation of environmental plans and planning policies submitted for approval for technical soundness, approach and feasibility, and recommends approval or disapproval.

Manages through subordinate supervisors the providing of direct technical advice and assistance to local governments, local and regional planning boards or commission, civic groups and associations and other intergovernmental groups.

Reviews graphic and narrative reports prepared by subordinates for completeness and technical soundness.

Manages a state-wide program of the collection and organization of environmental, industrial, commercial, social, economic and demographic information which impacts on the environmental planning process.

Manages the development and preparation of comprehensive state and regional plans for environmental, physical, social and economic development.

Manages and coordinates the review and implementation of plans for the development of governmental environmental facilities and programs. 

Coordinates environmental planning objectives and programs with other divisions, the public, Federal, state, regional and local agencies.

Manages the formulation and assists in evaluating alternative forms of development and makes recommendations concerning relative cost and effectiveness.

Manages and participates in the formulation of substantive environmental planning recommendations for presentation to policy-making officials and advisory bodies.

Supervises consultants engaged in the development of environmental plans and planning policies.

Plans and organizes work, assigns work, determines work priority, and reviews work performance.

Prepares and signs employee performance evaluation reports.

Interviews prospective employees and recommends employee selection or ranks applications in terms of preferability for employment.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends solutions to grievances and complaints.

Initiates corrective disciplinary action for minor misconduct by employees and recommends major corrective disciplinary actions or dismissals.

Receives, reviews, and approves or disapproves requests for leave.

Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles of planning as applied to the administration of state governmental programs.

Knowledge of the practices and objectives of local, regional and state planning.

Knowledge of the organization and administration of governmental programs, the processes for projecting the environmental impact of growth and expansion, and the major environmental influences impacting on governmental decision making.

Knowledge of research methodology, including basic statistical and mathematical techniques.

Knowledge of major environmental problems and issues and current methods used to improve environmental conditions.

Knowledge of environmental relationships and ecologic processes.

Knowledge of the factors involved in local, regional and state environmental planning.

Knowledge of the available data sources pertaining to environmental planning and the development, review, evaluation, coordination and implementation of plans and policies.

Knowledge of the component parts of a plan and how these are interrelated in the development of plans for managerial decision making.

Knowledge of departmental regulations and bargaining unit contracts applicable to the organizational unit.

Skill in directing the planning efforts of subordinates.

Skill in expressing the technical and practical factors involved in planning to subordinates and the public.

Ability to present data in graphic and narrative form.

Ability to develop, review, evaluate, coordinate and implement plans and policies.

Ability to plan, organize, assign, and evaluate the work performance of subordinates.

Ability to apply the principles and practices of safety applicable to the work performed by the unit.

Ability to supervise employees effectively.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to establish and maintain effective working relationships with associates, subordinates, public officials and the general public.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as an Environmental Planning Supervisor;

                                                                                                                                         or

A Master's degree in planning or one of the environmental sciences and five years of professional planning experience, including two years in a supervisory capacity;

                                                                                                                                        or

Seven years of professional planning experience in local, regional, or state planning including two years in a supervisory capacity;

                                                                                                                                       or

Any equivalent combination of experience and training.
