DIRECTOR, BUREAU OF RAIL FREIGHT, PORTS, AND WATERWAYS

DEFINITION: This is highly responsible managerial and administrative work directing the Bureau of Rail Freight, Ports, and Waterways in the Department of Transportation.

An employee in this class is responsible for planning, directing, and evaluating all phases of the goods movement transportation program. Work involves planning and developing a comprehensive and integrated goods movement transportation plan, coordinating and implementing the plan through Federal and State organizations, reviewing and analyzing the program effectiveness, and establishing goods movement transportation goals and objectives. Work also involves administering funds for goods movement transportation programs and projects, developing technological rail freight, water, and other transportation modes, and coordinating the programs with Federal, State, regional and local planning commissions, and private corporations. Supervision is exercised over a professional, technical and clerical staff who assist in all phases of planning and program administration. Work is performed under the general direction of an executive supervisor and is reviewed for program effectiveness and re ults obtained.

EXAMPLES OF WORK: Directs, through subordinate supervisors, activities engaged in the planning, development, coordination, implementation and evaluation of the statewide goods movement program.

Directs and participates in the development and review of legislation which affects movement of freight through or within the Commonwealth by rail, motor freight, water and other carriers to ensure freight movement and economic development.

Maintains liaison with various parties concerned with goods movement such as shippers, rail and motor carriers, shipping and barge companies, port authority, other state agencies, and other states in the overall promotion and development of freight movement in the Commonwealth.

Directs all activities pertaining to the development of the budget and funding for the goods movement program.

Directs the development of statistical and financial reports on freight movement and its economic impact.

Coordinates programs to finance research to develop new inter-modal facilities.

Coordinates and monitors the expenditure of public funds to purchase, construct, reconstruct, and improve goods movement infrastructure.

Advises private companies as to the various alternatives available to transport goods into and out of Pennsylvania.

Manages the personnel activities for the bureau, including performance evaluation, employee placement, labor relations, and leave usage.

Speaks before groups interested in goods movement transportation systems.

Performs other related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices, and objectives of transportation modes used for goods movement.

Knowledge of goods movement systems and current trends in the freight movement industry.

Knowledge of administrative and budgeting management techniques.

Knowledge of the Federal and Commonwealth regulations and policies governing goods movement.

Knowledge of the principles of effective supervision.

Ability to prepare technical reports.

Ability to communicate effectively, orally, and in writing.

Ability to establish and maintain effective working relationships with associates, government officials, and the public.

MINIMUM EXPERIENCE AND TRAINING: Five years of responsible administrative or management experience including two years of professional supervisory work related to goods movement; and a Bachelor's Degree in Public or Administration or related area.
