JOB TITLE: REGISTERED NURSE INSTRUCTOR SUPERVISOR

DEFINITION: This is supervisory professional nursing educational work in planning, supervising, and facilitating the teaching of nursing theories, skills, practices, techniques, and methods required in the physical or mental rehabilitative or habilitative care of individuals/patients/residents at a Commonwealth facility for individuals with a mental or physical injury or illness, or developmental disability.
An employee in this job plans, develops, organizes, and supervises the implementation and operation of the nursing education services program at a Commonwealth health care facility; and contributes to the development and interpretation of nursing services goals, objectives, policies, and procedures for maintaining quality assurance/improvement/risk management standards for compliance with facility accreditation and certification requirements. Work involves interpreting federal and state certification and accreditation standards and requirements; assessing the educational and training needs of nursing services staff; planning, organizing, and supervising the nursing education program; providing guidance, assistance, and, as appropriate, direction in the design, development, and review of seminar, conference, or workshop educational materials and in-service training course objectives and content; monitoring and evaluating classroom and clinical presentations for teaching effectiveness; and providing direction for improvement. Work may also include participating in formulating agreements with, acting as a liaison, and coordinating facility activities and programs pertaining to affiliated schools of nursing. Supervision is exercised over subordinate Registered Nurse Instructors in the performance of classroom and clinical assignments. Work is performed under the general supervision of the Nursing Director or other appropriate professional or administrative supervisor who reviews work for effectiveness of the overall training program.

• Assesses, identifies, and supervises the nursing services training/educational and clinical instruction needs for Aide Trainees, Psychiatric Aides, Restoration Aides, Residential Services Aides, ID, Licensed Practical Nurses, Registered Nurses, and other direct care or facility staff; and recommends and develops the nursing services education goals, objectives, policies, and procedures in accordance with the American Nurses' Association and related standards of nursing practice.
• Plans, organizes, and supervises the design, development, scheduling, and conduct of orientation and education and training programs for nursing services staff.
• Directs the provision of in-service training and clinical instruction requiring nursing expertise, such as treatment planning, documentation and charting procedures, administering medicines and treatments, infection control, and quality assurance/improvement/risk management methods and techniques; and, as appropriate, nursing theories, practices, and procedures related to nursing direct care areas, such as, geriatric care, forensic care and services, mental health care, or the care and treatment of individuals/patients/residents with a mental or physical injury, illness or developmental disability.
• Initiates and evaluates training recommendations for nursing services personnel; appraises effects of training on overall work performance of staff; plans and supervises the conduct of on-the-job training; and demonstrates more efficient work methods.
• Observes, consults with, and advises subordinate Registered Nurse Instructors regarding classroom and clinical teaching strategies, problems, and practices; assigns subjects for instruction to subordinates; and oversees the preparation and presentation of lesson plans, written examinations, and related course materials.
• Interprets federal and state quality assurance/improvement/risk management standards for the accreditation/certification of the Nursing Services Department; confers with the Nursing Director and other facility staff on standards and requirements; and recommends and develops nursing care standards, policies and procedures that enhance the quality and appropriateness of individual/ patient/resident care and treatment.
• Chairs or serves on appropriate facility committees and provides advice on the development of policies affecting the delivery of nursing care and services to individuals/patients/residents.
• Evaluates seminar, conference, workshop or classroom lectures, discussions, and demonstrations; and provides guidance on relevant clinical follow-up education, training, and supervision on an individual or group basis.
• Supervises and participates in auditing and evaluating individuals’/patients'/residents' medical records and the individual nursing care plans for compliance with established facility and nursing policies, procedures, and practices.
• Assesses Registered Nurse Instructors' implementation of nursing education programs and their overall capabilities in professional nursing; prepares and signs employee work performance evaluation reports; and approves or disapproves leave requests for subordinate staff.
• Interviews prospective employees and recommends employee selection; receives grievances and complaints, conducts initial investigation into causes and conditions, and resolves or recommends solutions for problems.
• Participates in formulating and implementing contractual agreements with affiliated nursing schools; and coordinates activities of affiliated student nurse training programs with facility nursing services and operations.
• Participates in out-service, in-service, and continuing education programs and evaluates the effectiveness of staff development programs.
• Assesses teaching needs of facility direct care nursing staff and makes budgetary recommendations based on these needs.
• Guides, assists, and directs the preparation and maintenance of documentation and reports pertaining to facility nursing services education and training activities.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the theories, standards, and practices of professional nursing including clinical skills, specifically, and as appropriate, those required for direct nursing care in such nursing direct care areas as, acute care, mental health care, geriatric care, forensic care, developmental disabilities care and services, or the care and treatment of individuals/patients/residents with a mental or physical injury or illness or developmental disability.
• Knowledge of current developments in the field of general or specialized professional nursing, including the therapeutic and adverse effects of pharmacology, psychopharmacology, and medical treatments; and of human anatomy and physiology, clinical nutrition, personal hygiene, rehabilitative/habilitative care, infection control, quality assurance/improvement/risk management, treatment team planning, and individual/patient/resident care and treatment documentation and records maintenance.
• Knowledge of teaching methods, resource materials, and instructional aids applicable to nurse instruction, and of the techniques and methods of adult education.
• Knowledge of licensing, certification, and accreditation regulations and standards applicable to individuals/patients/residents being served.
• Knowledge of the principles and practices involved in organizing, directing, and supervising the work of others.
• Ability to plan, direct, and evaluate comprehensive nursing education and training programs.
• Ability to assess Registered Nurse Instructors' implementation of nursing education and training programs and their overall capabilities in professional nursing.
• Ability to identify nursing services training needs and to evaluate and initiate training and education recommendations and programs.
• Ability to maintain records and prepare reports.
• Ability to acquire new knowledges, skills, and techniques in nursing theory and practices.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two years as a Registered Nurse Instructor;
or
• Three years of professional nursing experience which included one year in Nurse Instruction and a master's degree in Nursing, Nursing Education, or a closely related field from an accredited college or university.
SPECIAL REQUIREMENTS:
• All positions require active authorization to practice as a Registered Nurse in Pennsylvania.
• All employees possessing an active temporary practice permit must obtain licensure as a Registered Nurse within the one (1) year period defined by the Pennsylvania State Board of Nursing.
