JOB TITLE: RESIDENTIAL SERVICES SUPERVISOR

JOB CODE: 31470

DEFINITION: This is professional supervisory work in the field of specialized residential care at a Commonwealth facility involving the provision of habilitative services for individuals with a developmental disability.

An employee in this job supervises the planning, integration, and coordination of residential habilitative programs and services for individuals with a developmental disability. Work involves supervising, coordinating, and monitoring the development and implementation of residential support plans and services; evaluating and recommending improvements in programs, services, and related operational procedures; and serving as the Qualified Intellectual Disabilities Professional (QIDP) by coordinating with professional program staff responsible for all segments of individual support plans to ensure assigned individuals’ needs are being met. Work is performed under the general direction of an administrative supervisor and is reviewed for quality and achievement of established objectives through observations, conferences, and reports.

   DISTINGUISHING CHARACTERISTICS:

     • Work is distinguished from the lower level based on the responsibility for supervising Residential Services Workers.

• Consults with physicians, nurses, specialists, and other professional staff on the development, implementation, conduct, and evaluation of individual support plans and services.

• Attends interdisciplinary treatment team meetings and provides input and recommendations regarding the development of residential habilitative segments of the individual program plans.

• Recommends revisions to operational procedures governing the administration of individual support plans and services.

• Interprets residential care policies, program procedures, and services for staff.

• Coordinates residential support programs with other professional services and ensures compliance with regulations.

• Monitors assigned living areas for proper maintenance, equipment, and cleanliness.

• Investigates incidents involving individuals, provides written reports of findings and recommendations, and ensures the implementation of corrective action plans.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of developing and implementing habilitative program services for individuals with a developmental disability.

• Knowledge of therapeutic care practices and principles for individuals with a developmental disability.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to collect, organize, and report information.

• Ability to analyze, interpret, and draw conclusions from data.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities.)

• One year of professional experience providing therapeutic care and services for individuals with a developmental disability, which included the development and implementation of individual residential support plans and services, and a bachelor's degree in human services, behavioral sciences, education, or nursing;

or

• Two years of professional experience providing therapeutic care and services for individuals with a developmental disability, which included the development and implementation of individual residential support plans and services, and a bachelor's degree;

or

• Three years of professional experience providing therapeutic care and services for individuals with a developmental disability, which included the development and implementation of individual residential support plans and services, and possession of an active authorization to practice as a Registered Nurse in Pennsylvania.

SPECIAL REQUIREMENTS:

• All employees must meet the qualifications of a Qualified Intellectual Disability Professional (QIDP) as outlined in the Code of Federal Regulations.

• Applicants who qualify based on authorization to practice as a Registered Nurse in Pennsylvania who currently possess an active temporary practice permit must obtain licensure as a Registered Nurse within the one (1) year period defined by the Pennsylvania State Board of Nursing.
