VOCATIONAL ADJUSTMENT SERVICES MANAGER

DEFINITION: This is professional work in the management of the total vocational adjustment services in a facility for the mentally ill or retarded.

An employee in this class has facility-wide responsibility for the planning, management, coordination, evaluation, and integration of vocational adjustment services to further the overall treatment/habilitation of patients/residents. The employee develops policies and procedures regulating the conduct of vocational adjustment services, continuously evaluates their effectiveness, and promotes staff improvement. Supervision is exercised over subordinate supervisory professional personnel responsible for the delivery of a segment of the total facility vocational adjustment services. Work is performed under the general direction of a professional or administrative supervisor and is reviewed to determine quality of services and achievement of established objectives through conferences and reports.

EXAMPLES OF WORK: Directs, coordinates and integrates the total vocational adjustment services within a facility for the mentally ill or retarded.

Provides overall direction for the delivery of all vocational adjustment services through supervisory staff responsible for providing planned services to implement individual patient/resident program plan objectives.

Participates in the development of policies and procedures governing the administration of all vocational adjustment services within the facility.

Interprets policies and procedures to staff personnel and coordinates the delivery of all vocational adjustment services with other professional services in the facility.

Initiates corrective disciplinary action for minor misconduct by employees and recommends major corrective disciplinary actions or dismissals, interprets contractual and administrative rights and obligations for employees, and modifies work environment or processes to conform to changing conditions.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends resolution to grievance or complaint.

Prepares employee performance evaluation reports.

Approves leave, schedules personnel, and authorizes or assigns overtime.

Reviews and evaluates the educational training needs of subordinates; plans and conducts training; demonstrates more efficient work methods; and arranges for further education and training.

Plans and participates in vocational adjustment services training programs for staff and contributes to other training programs as required.

Consults with physicians and other professionals on the development, implementation, and conduct of vocational adjustment services.

Requisitions, inspects and supervises proper maintenance of equipment and materials.

Reviews reports of subordinates and prepares periodic reports on the total facility vocational adjustment services.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the theories and principles of vocational rehabilitation.

Knowledge of the principles and methods of fostering physical and mental health and the treatment and habilitation of the mentally ill and retarded through vocational adjustment services.

Knowledge of the elements of vocational adjustment programming such as vocational evaluations, work adjustment, skill training, placement, and vocational counseling.

Knowledge of vocational adjustment activities and the techniques to motivate patient/resident interest and participation in them.

Knowledge of individual and group behavior and effective ways of working with the mentally ill and retarded.

Knowledge of the principles and methods of administration and supervision.

Knowledge of behavioral, rehabilitative, and developmental principles, facility policies and applicable standards.

Knowledge of the types and specifications of equipment and supplies needed for vocational adjustment programs and their proper care and maintenance.

Knowledge of production and training methods.

Knowledge of applicable health and safety measures.

Knowledge of the principles and methods of in-service training programs pertinent to vocational adjustment services, and of out- service training resources.

Knowledge of the contractual provisions covering the direction of a work force, including overtime scheduling, grievance handling, etc.

Ability to plan, supervise, coordinate and evaluate the work of professional and non-professional staff and volunteer workers.

Ability to make surveys of patients'/residents' treatment/habilitative needs, to utilize clinical and program data in planning and evaluating vocational adjustment services, and to adapt and implement improvements to delivery of services.

Ability to establish and maintain effective working relationships with other professional and non-professional personnel within the facility and in the community.

Ability to communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year as a Vocational Adjustment Services Supervisor.

Three years of professional experience in the field of vocational adjustment services, of which one year must have been in a supervisory capacity; and graduation from a four-year college or university with major course work in Vocational Rehabilitation, Vocational Education, Counseling, or a related Human Services field.
