JOB TITLE: DIRECTOR OF CLINICAL SERVICES, STATE CENTER

JOB CODE: 33451

DEFINITION: This is professional and administrative work directing the clinical services programs at a state center in the Department of Human Services (DHS).

An employee in this job plans and directs the clinical services provided at a state residential care facility for individuals with intellectual disabilities (state center). Work involves coordinating clinical services such as psychiatry, dentistry, general medicine, pharmacy, laboratory services, and other clinical services to ensure effective resident care and compliance with federal, state, and local regulations and standards. Work also includes developing policies and procedures necessary to ensure proper clinical care; evaluating and adjusting clinical staffing levels; negotiating service purchase contracts; and preparing clinical services operating budgets. Supervision is exercised over a professional clinical staff providing services and care to individuals. Work is performed under the general administrative direction of a state center director and is reviewed for achievement of program objectives and adherence to departmental policies.

• Monitors the level and quality of clinical care provided for state center residents.

• Ensures state center clinical policies and procedures comply with federal, state, and local laws, regulations, and standards.

• Recommends and develops policies, procedures, and standards to facilitate quality clinical care for residents.

• Develops and negotiates contracts for specialized services, including psychiatry, neurology, gynecology, optometry, laboratory services, and inpatient/outpatient services.

• Authorizes overtime and on-call schedules for physicians.

• Evaluates all medical material, supplies, and equipment for compatibility with modern clinical practices and the needs of residents.

• Prepares budget estimates and justifications for clinical services, equipment, and related costs including personnel, physical plant, specialized services, medical supplies, and equipment resources.

• Implements corrective actions to remedy deficiencies identified by state center staff and by certifying or governing agencies.

• Identifies training needs for clinical staff and ensures appropriate training is provided to maintain high levels of resident care.

• Serves as member of key committees and work groups.

• Advises the state center director on clinical and health-related matters.

• Represents the state center at various meetings throughout the state.

• Directs medical transportation services to specialty facilities and local hospitals.

• Directs and coordinates the state center’s infection control program, including evaluation of techniques, collection of data, and reporting of diseases.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of providing clinical services to individuals with intellectual disabilities.

• Knowledge of hospital or nursing facility administration.

• Knowledge of patient care and treatment activities for individuals with intellectual disabilities.

• Knowledge of the laws, regulations, and standards governing intellectual disabilities programs and facilities.

• Knowledge of community resources pertaining to the care of individuals with intellectual disabilities.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret regulations, policies, and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Five years of professional experience in a human services program, including two years of supervisory experience in clinical program service planning for individuals with intellectual disabilities and a bachelor's degree;

or

• An equivalent combination of experience and training that includes two years of supervisory experience in clinical program service planning for individuals with intellectual disabilities.
