JOB TITLE: DIRECTOR OF SOCIAL AND REHABILITATIVE SERVICES, MENTAL HEALTH

DEFINITION: This is highly responsible professional and administrative work planning and directing social and rehabilitation services (SRS) at a state operated facility within the Department of Human Services (DHS).

An employee in this job directs the facility-wide management of social and rehabilitation services, which includes planning, organizing, directing, monitoring, and evaluating the development and implementation of treatment and administrative standards and practices for SRS staff and programs, and ensuring their integration with facility psychiatric, medical, and nursing programs. Work involves developing and implementing facility policies and program standards; planning and allocating resources for social and rehabilitation services to ensure compliance with standards established by accrediting and regulatory agencies; ensuring consistency with changing professional practice standards in the areas served; and developing and managing working relationships with community human services programs, mental health and physical health providers, and other facility directors to improve continuity of care for individuals who are discharged from DHS facilities. Supervision is exercised over SRS department heads and other professional staff. Work is performed under the general direction of the State Facility Director and is reviewed through conferences, reports, and evaluations for effectiveness of results and for conformance with departmental and facility policies and procedures and applicable national, state, and local standards and practices.

• Directs the management and integration of social and rehabilitation services, such as psychology, social services, therapeutic activities, physical therapy, speech therapy, occupational therapy, recreational services, art therapy, music therapy, movement therapy, vocational adjustment, patient education, patient library, volunteer resources, and chaplaincy.

• Directs and manages client services, including services related to limited English proficiency, voting, and veteran’s services.

• Formulates goals and objectives to ensure that social and rehabilitation services are provided efficiently, effectively, and in conformance with treatment and administrative objectives of the department, the Office of Mental Health and Substance Abuse Services (OMHSAS), and the facility.

• Determines priorities and assigns responsibilities for complex planning among SRS departments.

• Monitors operations to ensure that SRS programs meet various accrediting and regulatory agencies' standards.

• Establishes and maintains a comprehensive and integrated quality assurance/risk management program across SRS functions and monitors quality assurance activities within each SRS department.

• Formulates annual and long-range budget plans for SRS departments, prepares final budgets for SRS departments, assists the State Facility Director in re-budget of allotted funds, and determines final use of funds provided to the SRS departments.

• Formulates administrative and treatment policies and procedures to improve the quality of patient care within the facility.

• Manages and coordinates discharge planning and the facility’s Community Support Plan process to ensure effective functioning and adequate outcomes.

• Maintains an interdepartmental relationship or liaison role with the facility’s Guardian Office for matters related to client funds, benefit enrollment, and other related requests.

• Interprets and directs the implementation of departmental, OMHSAS, and facility policies and directives to SRS department heads.

• Serves as an investigator or coordinator for administrative investigations, including those related to allegations of abuse.

• Provides information and clarification on the facility's mission to outside agencies and the public and collaborates with external advocates and peer specialists.

• Oversees or participates in the client grievance process as a member or chair of the facility’s Human Rights Committee.

• Holds regular meetings with county MH/ID administrative staff and other agencies or groups to coordinate facility and community efforts to improve and integrate services essential to continuity of care.

• Serves as the administrator on call as assigned by the State Facility Director and serves as the administrator on duty in their absence.

• Prepares reports and correspondence and ensures the maintenance of complete and accurate records.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of laws, regulations, principles, practices, theories, and techniques used in SRS programs for those with mental and physical illness.

• Knowledge of inpatient social and rehabilitation services, such as psychology, social work, therapeutic activities, volunteer resources, or pastoral services.

• Knowledge of management practices in an inpatient setting.

• Knowledge of community human services agencies involved in providing services to those with physical or psychiatric challenges, such as social and human services agencies, housing supports, diagnostic centers, courts, or volunteer groups.

• Knowledge of the principles and practices of employee supervision.

• Ability to plan, organize, direct, and manage the integrated operation of social and rehabilitation services.

• Ability to coordinate the administration of social and rehabilitation services with the psychiatric, medical, nursing, and administrative services of the facility.

• Ability to exercise initiative and judgment in interpreting, formulating, and executing policies and procedures.

• Ability to evaluate the effectiveness of programs provided by social and rehabilitation services.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional experience administering, managing, or providing direct services in human services or inpatient service delivery, which includes two years of experience in the field of mental health or in working with clients with mental health or cognitive deficits, and two years of professional supervisory experience; and a bachelor's degree in social or behavioral sciences, occupational, physical or recreational therapy, speech pathology, education, nursing, health care management or health care administration, or a related field;

or

• Five years of professional experience administering, managing, or providing direct services in human services or inpatient service delivery, which includes two years of experience in the field of mental health or in working with clients with mental health or cognitive deficits, and two years of professional supervisory experience; and four years of paraprofessional experience in social or behavioral sciences, occupational, physical or recreational therapy, speech pathology, education, nursing, health care management or health care administration, or a related field;

or

• An equivalent combination of experience and training that includes two years of professional experience administering, managing, or providing direct services in the field of mental health or working with clients with mental health or cognitive deficits, and two years of professional supervisory experience.
