JOB TITLE: STATE FACILITY DIRECTOR, DHS

JOB CODE: 33510

DEFINITION: This is responsible administrative and managerial work directing the operations of a state-operated mental health hospital, restoration center, or state center within the Department of Human Services (DHS).

An employee in this job directs and coordinates all services and activities related to the operation of a state mental health hospital (state hospital), state restoration center, or state residential care facility for individuals with intellectual disabilities (state center). Work involves developing and implementing administrative and operational policies; managing the administration, coordination, and integration of all available resources to ensure the provision of quality care and treatment to patients or residents; and continuously evaluating and directing the improvement of facility operations. Supervision is exercised over professional, administrative, and technical staff. Work is performed with considerable independence under the general review of an administrative supervisor and is reviewed for conformance to departmental policies and procedures through conferences, reports, and overall evaluation of results.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Directs and coordinates the efficient operation of a state hospital, which provides inpatient psychiatric care for individuals with mental illnesses; a state center, which provides supported living, medical care, and developmental activities for individuals with intellectual disabilities; or the South Mountain State Restoration Center, which provides long term care, treatment, and rehabilitation for geriatric or physically disabled residents.

• Formulates regulations, policies, and procedures for the integration and coordination of business management support services functions with clinical treatment and habilitative care programs.

• Prepares and manages the facility’s operating budget.

• Consults with staff regarding policies, procedures, standards, and program developments to establish priorities, coordinate services, and resolve problems.

• Prepares reports for departmental officials concerning facility operations.

• Meets with patients or residents, relatives, attorneys, advocates, physicians, various groups and agencies, and the public regarding care and treatment provided by the facility and facility regulations, policies, procedures, and practices.

• Represents the facility in meetings with professional and civic groups to promote and obtain community support and cooperation.

• Reviews and participates in the development of county mental health plans for county units in the facility’s service area.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of hospital or nursing facility administration.

• Knowledge of the laws, regulations, and standards governing the administration of mental health or habilitative facilities.

• Knowledge of public administration.

• Knowledge of community resources pertaining to care of individuals with developmental disabilities or mental health issues.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret regulations, policies, and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of professional human services or health care program experience that includes three years in a mental health or residential care and treatment facility, including two years in a supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years in a mental health or residential care and treatment facility, including two years in a supervisory capacity.

SPECIAL REQUIREMENT:

• The position in the state restoration center requires possession of an active license as a Nursing Home Administrator as issued by the Pennsylvania State Board of Examiners of Nursing Home Administrators.
