JOB TITLE: DIRECTOR FOR PROGRAM SERVICES, STATE CENTER

DEFINITION: This is administrative and managerial work directing the non-medical care support services of a state center for individuals with intellectual disabilities in the Department of Human Services (DHS).
An employee in this job plans and directs the habilitative, therapeutic, residential, and recreational support services in a state center. Work involves planning, directing, and evaluating non-medical care services; developing and maintaining professional service standards and ensuring that staffing and programming for residential services are in compliance with appropriate Intermediate Care Facilities (ICF) regulations; and developing, implementing, and monitoring quality improvement, quality assurance, incident management, and risk management activities to optimize the quality of life and ensure the safety of people living at the assigned state center. Supervision is exercised over a large staff of professional and non-professional employees. Work is performed under the general direction of an administrative supervisor, and is reviewed through conferences, reports, and evaluation of results.

• Plans, directs, and evaluates the non-medical care services of a state center, including psychological, social work, vocational, speech, language, hearing, and chaplaincy services.
• Develops and implements goals and objectives to ensure efficiency in the provision of non-medical care services.
• Develops and implements service standards to ensure habilitative care and treatment plans adhere to regulatory and programmatic requirements and ensures compliance with individualized habilitative care and treatment plans.
• Assists in the overall administration of the center by participating in the formulation of operational policies, regulations, and procedures.
• Coordinates with the center’s medical services team to integrate habilitative treatment and services with medical treatment and services.
• Develops corrective action plans to address deficiencies cited by the Department of Health and other regulatory bodies.
• Confers with the center director and other executive staff in the formulation of habilitative care and services programs.
• Plans and assesses current and long-range staffing needs for residential services.
• Interprets agency and program policies, procedures, and directives to staff.
• Represents the center director by providing information or clarification on revisions to programs, policies, operations, and other requirements to center staff and other interested parties.
• Chairs committees and leads members in developing and implementing solutions to problems within the center.
• Assists in the preparation and management of the operating budget, including the efficient and appropriate use of funds and personnel to provide quality services to meet ICF standards.
• Prepares and submits reports and correspondence and ensures the maintenance of complete and accurate records.
• Performs the full range of supervisory duties.
• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles, practices, and methods of program and policy planning, development, and evaluation.
• Knowledge of the laws and regulations governing the administration of human services programs.
• Knowledge of the principles and practices of employee supervision.
• Ability to analyze and interpret policies, procedures, and regulations.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Five years of professional experience in providing, developing, or evaluating human services programs, including two years in a supervisory capacity, and a bachelor’s degree;
or
• An equivalent combination of experience and training which includes two years of professional supervisory experience in the delivery, development, or evaluation of human services programs.
