JOB TITLE: PUBLIC HEALTH PROGRAM ASSOCIATE 2

SERIES NATURE OF WORK: The Public Health Program job series describes professional work in planning, developing, delivering, analyzing, and evaluating commonwealth public health programs.

DEFINITION: This is professional work in the analysis, interpretation, implementation, improvement, and reporting of commonwealth public health programs, regulations, policies, procedures, and data.

An employee in this job performs a variety of activities in public health program administration including interpreting and communicating policies and procedures; collecting program data to measure performance and identify needs; and developing and presenting educational and outreach materials. Work involves providing guidance and technical assistance to service providers in program and fiscal planning, interpretation of program requirements, and coordination of program delivery. Work includes analyzing existing programmatic and fiscal data to determine program effectiveness; developing, implementing, and evaluating program narratives and amendments to contracts; and selecting and monitoring service providers. Work also includes participating in committees, workgroups, or task forces to represent public health programs and increase awareness; communicate program requirements; and collaborate with federal, state, and local health officials on communication and implementation methods. Work may include developing and implementing budget projections, allocation of monies, and spending plans. Work is performed under the direction of a public health program administrator or higher-level public health program manager and is reviewed through conferences, reports, and evaluation of results.

DISTINGUISHING CHARACTERISTICS:

• Work is differentiated from the Public Health Program Associate 1 job by the responsibility for selecting and monitoring service providers and providing guidance to them on program improvements, fiscal planning, and delivery.

• Gathers, analyzes, measures, and interprets health data.

• Monitors program budget and financing.

• Drafts program funding applications and narrative reports.

• Communicates program policies and standards, reporting, and data requirements of public health programs to contracted entities or service providers.

• Participates in drafting or revising guidelines, rules, regulations, procedures, and protocols governing the operation of a public health program.

• Conducts evaluations of contracted providers to determine if they are meeting deliverables in accordance with contract specifications.

• Provides technical assistance or plans of correction to providers that do not meet program requirements.

• Identifies and explains evidence-based methods to improve programs.

• Identifies potential methods to increase a population’s access to needed health services.

• Recommends cultural and social modifications to programs to increase effectiveness.

• Develops data collection methods to report and monitor program activities and analyzes data to determine if the service provider meets program requirements.

• Prepares and delivers reports and presentations on public health issues.

• Serves on committees, boards, or task forces that support and promote public health programs.

• Establishes and maintains effective working relationships with federal, state, and local health agencies, providers, and governmental entities.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates' work consistent with operational and organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the functions and objectives of health, human, behavioral, or social services programs.

• Knowledge of the principles and methods of contract development and monitoring.

• Knowledge of methods and best practices for program performance management.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to interpret and apply laws, regulations, policies, and procedures.

• Ability to analyze and interpret written and numerical information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Public Health Program Associate 1 (commonwealth title);

or

• A bachelor's degree and one year of professional experience in the development, analysis, or monitoring of programs, grants, or contracts in health, human services, social or behavioral services, health care services, or health insurance;

or

• An equivalent combination of experience and training.
