JOB TITLE: PUBLIC HEALTH PROGRAM ADMINISTRATOR

SERIES NATURE OF WORK: The Public Health Program job series describes professional work in planning, developing, delivering, analyzing, and evaluating commonwealth public health programs.

DEFINITION: This is professional administrative work planning and managing a commonwealth public health program.

An employee in this job plans and administers a commonwealth public health program or related programs. Work involves setting program goals and objectives; developing and interpreting policies and procedures; leading program planning, development, and evaluation; interpreting and applying regulations, performance indicators, and mandates; determining resource allocation; and designing and implementing quality assurance measures. Work includes coordinating with federal, state, and local health officials to explain program requirements and accountability for evaluating and reporting outcome measures to federal and state agencies, community stakeholders, and advocacy groups. Work may include functioning as a supervisor over other professional, technical, and clerical staff. Assignments are carried out independently and reviewed by a higher-level administrator for achievement of program outcomes and adherence to established laws, regulations, policies, and procedures.

DISTINGUISHING CHARACTERISTICS:

• Non-supervisory work at this level is differentiated from the Public Health Program Associate 2 job by the responsibility for establishing policy and direction for a commonwealth public health program.

• Work may involve supervising other professional, technical, and clerical staff responsible for aspects of public health program administration.

• Leads the identification, gathering, analysis, and reporting of health data used to develop program needs assessments.

• Assesses performance of public health programs and identifies and recommends methods for improvement.

• Plans and develops program direction for assigned public health programs, including the creation of operational policies and procedures.

• Develops contracts for public health care programs including work statements,

program narratives, budget projections, allocation of monies, spending plans, and amendments to contracts.

• Determines and plans allocation of resources for the funding cycle, which may include funds, staffing, physical assets, or other resources from within or outside the Department of Health that are necessary for program implementation.

• Designs and implements methods to monitor and report on program fiscal activities, including management and payment of service providers.

• Oversees, revises, and approves reports describing public health program outcomes.

• Develops and implements quality assurance methods.

• Prepares, oversees, or finalizes grant applications, program funding requests, and narrative reports.

• Evaluates program achievements and identifies service gaps.

• Oversees selection and monitoring of health service providers, both contracted and commonwealth staff, to ensure service levels are achieved.

• Assesses the underlying causes of health disparities so that targeted interventions can be developed and implemented.

• Recommends public health solutions such as screening, prevention, or intervention to address the social determinants underlying health disparities.

• Develops initiatives with community partners to prevent or control public health threats.

• Applies evidence-based practices to program policy planning and development.

• Administers program budget and financing and oversees fiscal monitoring.

• Develops and recommends plans of correction for contracted entities and monitors implementation.

• Develops, coordinates, and finalizes program performance reports.

• Evaluates policies or programs to ensure that disproportionately impacted populations are identified and included in policy or program implementation.

• Serves on committees, boards, or task forces, as assigned, as the program representative for the department.

• Establishes and maintains effective working relationships with federal, state, and local health agencies, providers, and governmental entities.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates' work consistent with operational and organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the functions and objectives of health, human, behavioral, or social services programs.

• Knowledge of the principles and methods of contract development and monitoring.

• Knowledge of the principles and practices of program administration.

• Knowledge of the policies and procedures related to governmental program funding.

• Knowledge of methods and best practices for program performance management.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to develop program policies or procedures.

• Ability to analyze and interpret written and numerical information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

• Ability to apply public health theories or principles to programs or policies aimed at improving population health.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Public Health Program Associate 2 (commonwealth title);

or

• A bachelor's degree and two years of professional experience in the development, analysis, or monitoring of programs, grants, or contracts in health, human services, social or behavioral services, health care services, or health insurance;

or

• An equivalent combination of experience and training.
