DEFINITION: This is highly responsible managerial work directing the Operational Excellence Office in the Department of Health (DOH).
The employee in this job directs the planning, development, and implementation of the department’s strategic planning process, department-level initiatives, and quality improvement and performance management functions. Work involves developing policies and procedures to increase department productivity and efficiency, providing direction on incorporating continuous quality improvement and performance management strategies into the department’s culture, and coordinating operational reviews of the department’s organizations. Work also includes directing the development and monitoring of the department’s strategic plan; leading the public health accreditation process; directing the development of the annual state health assessment and the state health improvement plan; overseeing the department’s population health and health equity initiatives; and reviewing legislation, policies, and decisions for potential impacts on department functions and recommending legislative, policy, and program changes. Supervision is exercised over professional staff involved in department-wide strategic planning, initiatives, and programs. Work is performed independently under the general direction of the Deputy Executive Secretary and is evaluated for overall effectiveness and attainment of goals.

• Directs the department’s efforts to achieve and maintain accreditation through the Public Health Accreditation Board (PHAB).
• Directs the development, review, and implementation of the State Health Assessment and the State Health Improvement Plan.
• Develops and implements the department’s quality improvement and performance management strategies.
• Identifies emerging trends, conditions, and events that may impact population health and prepares policy recommendations to address identified issues.
• Advises insurance companies, physician associations, national and state organizations, special interest groups, and task forces on population health matters.
• Oversees health equity initiatives to identify and eliminate disparate health conditions among population groups in Pennsylvania.
• Develops the department’s workforce development plan in conjunction with human resources staff to ensure PHAB accreditation standards are met.
• Represents the department on task forces and work groups involving statewide and department health planning.
• Implements and fosters change management across the department.
• Directs the Health Improvement Partnership Program in improving community health.
• Develops and presents recommendations on program and policy issues to executive staff, medical school faculty, and leadership from business associations, medical and health systems, and public health organizations.
• Reviews and comments on proposed legislation affecting the health assessment, planning, and improvement processes.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Six years of professional experience in public health planning, public health administration, or a closely related field including two years in a supervisory capacity, and a master’s degree;
or
• An equivalent combination of experience and training that includes two years of professional supervisory experience.
