JOB TITLE: DIRECTOR, LONG-TERM CARE TRANSFORMATION OFFICE, DOH

JOB CODE: 34665

DEFINITION: This is highly responsible managerial work directing the Long-Term Care Transformation Office in the Department of Health (DOH).

The employee in this job directs the planning, development, and implementation of programs and initiatives to support and build resiliency into long-term care (LTC) facilities. Work involves serving as a program, policy, and strategic advisor in the development and implementation of policies, procedures, best practices, and systems to enable LTC facilities to handle global pandemic and other health issues; developing and implementing programs and initiatives to improve the care and services provided by LTC facilities; collaborating with a wide range of internal and external stakeholders who have a role in LTC; advocating for funding to support LTC facility needs; and building and facilitating relationships between the facilities and other stakeholders. Work also includes recommending legislation, policy, regulatory, and programmatic changes and representing the Department of Health with federal entities, including the Centers for Medicaid and Medicare Services. Supervision is exercised over professional staff involved in department-wide strategic planning, initiatives, and programs. Work is assigned in the form of broad policy and program goals and objectives under the general direction of the Executive Deputy Secretary and is evaluated for overall effectiveness and attainment of goals.

• Develops and implements programs and initiatives to assist LTC facilities with global pandemic and other health issues, improve operations, and build resiliency.

• Identifies and develops best practices for infection prevention and control, emergency preparedness, and workforce development in LTC facilities.

• Develops and implements policies and regulatory changes and reviews and recommends changes to legislation to improve care and services provided in LTC facilities.

• Manages the LTC Resiliency, Infrastructure Support, and Empowerment program for pandemic response and quality improvement projects as well as the Long-Term Care Quality Investment Pilot.

• Serves as the department’s key policy advisor on LTC and supports the Governor’s LTC policy priorities.

• Collaborates with department staff, other state agencies, facilities, and other LTC stakeholders to design and implement policies and programs that result in improvements in the care and services provided by LTC facilities.

• Represents the department in conferences with program, federal, and state representatives concerning LTC priorities and initiatives.

• Identifies and advocates for funding to support LTC program and facility improvements.

• Directs interagency responses to widespread clinical and operational outbreaks.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the public health service delivery system.

• Knowledge of research methodologies and techniques.

• Knowledge of the principles and practices of health services program design, development, implementation, and administration.

• Knowledge of federal and state laws governing the provision of health care and public health.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret health service programs and practices and make recommendations for improvements.

• Ability to read and interpret written materials.

• Ability to analyze and interpret policies, procedures, and regulations.

• Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional experience in public health planning, public health administration, public health program, policy, or initiative development and implementation, or a closely related field including two years in a supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes two years of professional supervisory public health experience.
