JOB TITLE: DIRECTOR, BUREAU OF LONG-TERM CARE PROGRAMS, DOH

JOB CODE: 34680

DEFINITION: This is professional and administrative managerial work directing the Bureau of Long-Term Care Programs in the Department of Health (DOH).

The employee in this job plans, develops, and coordinates statewide certification, licensure, and Life Safety Code inspection programs for nursing care and intermediate care facilities. Work involves establishing program goals and objectives; developing, implementing, interpreting, and ensuring compliance with program policies and procedures; recommending the development and revision of regulations required to implement bureau programs; directing staff who provide education, consultation, and technical assistance to long-term care providers; and advising agency decision makers on facility licensure and certification matters. Work also involves reviewing and commenting on proposed legislation; recommending and advocating for significant program changes; serving as a point of contact for survey and certification functions; directing decertification proceedings against noncompliant facilities; and coordinating with the department's legal counsel regarding planning, implementing, enforcing, and negotiating settlements to adverse actions taken against noncompliant providers. Supervision is exercised over professional staff. Work is performed independently under the general direction of the Deputy Secretary for Quality Assurance and is reviewed through conferences, reports, and evaluation of program effectiveness.

• Develops and implements policies and procedures to ensure effective statewide licensure and certification of nursing care and intermediate care facilities.

• Recommends and participates in the development of legislation pertaining to Life Safety Code and long-term care licensure and certification matters.

• Serves as the point of contact for survey and certification functions for DOH as the State Survey Agency for inspection and certification services mandated under the Medicare/Medicaid programs.

• Works closely with DOH legal counsel to determine proper interpretation and implementation of laws governing licensure, certification, and regulation of long-term care providers.

• Testifies in municipal or county court regarding the need to impose sanctions to force facilities into compliance with minimum acceptable standards of care.

• Plans, develops, and implements state goals and objectives to meet program priorities and federal goals and requirements.

• Provides consultation to departmental officials on licensure and certification regulations and procedures for nursing care and intermediate care facilities.

• Directs the preparation of budgets utilizing federal and state funds for the performance of long-term care licensure and certification regulatory functions.

• Directs the development and implementation of all DOH regulatory educational programs for surveyors and long-term care providers.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, regulations, and policies governing the operation of health care facilities.

• Knowledge of principles, practices, and developments in the certification and licensure of health care facilities.

• Knowledge of the functions and resources of organizations impacting facility licensure and certification programs.

• Knowledge of the principles and practices of policy and program planning and development.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret legislation, regulations, policies, and procedures.

• Ability to analyze and interpret written and numerical information.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of professional experience in healthcare administration, three of which were supervisory and four of which were in health facility licensure and certification, and a bachelor's degree;

or

• An equivalent combination of experience and training that includes three years of professional supervisory experience in healthcare administration.
