JOB TITLE: DIRECTOR, BUREAU OF IMMUNIZATIONS, DOH

JOB CODE: 34710

DEFINITION: This is highly responsible managerial work directing the Bureau of Immunizations (BOI) in the Department of Health (DOH).

The employee in this job serves as the principal program and policy advisor to executive level decision-makers in the DOH and the Commonwealth on the development, management, and coordination of the Immunization Program. An important aspect of this work involves formulating policy and providing policy direction at the local, regional, and statewide levels. Work involves managing the development and implementation of policies and procedures for the statewide program in accordance with state and federal guidelines and regulations; coordinating the statewide financial management needs of the program; functioning as the liaison between the department and the Center for Disease Control and Prevention (CDC), National Center for Immunization and Respiratory Diseases (NCIRD) in matters relating to the prevention of disease, disability, and death; building a partnership network to improve routine child and adult vaccination coverage and reduce disparities in vaccination rates; and working with legal counsel, governmental agencies, legislators, health care providers, and other public and private organizations to reduce fraud and facilitate outreach, training, and immunization initiatives. Supervision is exercised over professional, clinical, and administrative staff. Work is performed with substantial independence in determining goals, objectives, and program priorities in accordance with CDC and state guidelines and is reviewed by the Deputy Secretary for Health Promotion and Disease Prevention.

• Develops and implements the statewide Immunization Program as well as policies and procedures for efficient bureau operation in accordance with established federal guidelines.

• Integrates bureau programs and priorities with the general programs and priorities of the Department of Health.

• Provides consultation, advice, and technical support to the deputy secretary on all matters relating to the Immunization Program.

• Directs data collection, quality assurance, and maintenance of the Immunization Information System; technical assistance to the registry; training; and data security.

• Directs operations and services within the Vaccines for Children (VFC), Tot Trax, COVID Vaccine, and Vaccines for Adults (VFA) Programs.

• Directs the conduct of site visits for all bureau programs, outreach and education to communities to improve immunizations, and training for vaccine storage, handling, incidents, and issues.

• Directs the writing and implementation of the annual Immunizations Grant.

• Reviews, analyzes, and interprets federal and state plans and potential legislation.

• Approves program application contracts, policies, and operating standards.

• Determines service areas and vaccine distribution areas and providers.

• Establishes and articulates program management information needs of the registry system associated with the program.

• Reviews and interprets immunization related statistics and reports to ensure effective service delivery.

• Prepares, reviews, and justifies the bureau budget, and reviews and analyzes budget expenditure reports and approves budget expenditures.

• Maintains contact between the state Immunizations Program and the CDC NCIRD.

• Meets with legislators; vendors; state, local, and federal program officials; and the public to educate on the program’s purposes.

• Directs the maintenance of program records and statistics and registry systems.

• Evaluates audit findings and resolves discrepancies by recommending and implementing corrective actions.

• Responds to public and legislative inquiries about the Immunization Program.

• Performs the full range of supervisory duties.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Seven years of professional public health experience including two years in a supervisory capacity, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes two years of professional public health supervisory experience.
