JOB TITLE: ENVIRONMENTAL HEALTH PROGRAM ANALYST

JOB CODE: 35425

DEFINITION: This is professional work in the analysis and evaluation of the centralized environmental health and safety program in the Department of Health.

The employee in this job evaluates program operations and develops recommendations to enhance the efficiency and effectiveness of the statewide environmental health and safety program. Work involves evaluating environmental health services and local health officer certification processes throughout the state; providing technical assistance and consultation to Environmental Health Specialist (EHS) staff and county and municipal health department staff on implementing new policies, procedures, and processes; planning and conducting projects and special studies having statewide impact on environmental health programs; developing comprehensive policy and program recommendations, and coordinating the implementation of policy and program changes; and developing and conducting statewide training programs for EHS staff, community partners, and other interested parties. Work includes developing educational and outreach materials, establishing and managing statewide databases and data management policies regarding environmental health issues, developing and maintaining policies for environmental health programs, leading technical work groups, and collaborating with governmental agencies to ensure environmental health programs are compliant with federal and state regulations and meet the department’s quality standards. Work is reviewed by the Environmental Health Program Manager through consultation, conferences, and reports for program effectiveness, adherence to laws and regulations, and attainment of overall program goals and objectives.

• Develops and assists in the management of statewide systems, program policies, protocols, and databases to establish and promote consistent, effective, and regulated environmental health practices.

• Compiles, reviews, and analyzes technical data and recommends improvements to statewide programs, policies, and procedures.

• Evaluates local health officer certification and eligibility requirements to ensure consistency, quality, and compliance with state and local regulations.

• Travels to health districts throughout the state to evaluate environmental health programs and provide technical assistance to EHS staff and municipal and county health department staff.

• Develops, coordinates, and monitors a centralized permit application data system for reviewing project plans, such as renovations or construction plans for pools, hot tubs, splash pads, and swimming beaches.

• Develops and implements methods and procedures for conducting field investigations, collecting samples, field testing, and related surveillance and monitoring activities.

• Reviews inspection, investigation, and compliance reports related to the safety and sanitation of organized camp facilities, campgrounds, and public bathing facilities including pools, spas, splash pads, and swimming beaches to identify trends and develop and implement recommendations for program improvements.

• Maintains databases for public bathing places, organized camps, and local health officers.

• Develops technical training programs on environmental health issues for EHS staff, facility owners and operators, community groups, and the public.

• Reviews proposed legislation for impact to environmental health programs and develops recommendations and policies to implement new legislation.

• Develops and delivers presentations on special topics and conducts public awareness, education, and outreach activities.

• Responds to inquiries about environmental health programs from federal and state officials and the public.

• Leads and coordinates technical work teams, committees, task forces, and other groups related to environmental health awareness or concerns.

• Develops and maintains program standards, policy manuals, guidance documents, and other program resources.

• Operates motor vehicles.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of the biological, chemical, and physical sciences related to environmental health.

• Knowledge of environmental protection laws and regulations.

• Knowledge of environmental hazards and their impact on human health and safety.

• Knowledge of the methods used in data collection, manipulation, and analysis.

• Knowledge of data management applications and database systems.

• Knowledge of hazardous materials handling protocols.

• Knowledge of environmental testing procedures.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as an Environmental Health Specialist (Commonwealth title);

or

• Four years of professional environmental protection or environmental health experience that includes two years of experience related to safety and sanitation of public pools, public bathing facilities, organized camp facilities, and campgrounds, and a bachelor’s degree in a natural, physical, chemical, or biological science, or a closely related field;

or

• An equivalent combination of experience and training that includes two years of professional experience related to safety and sanitation of public pools, public bathing facilities, organized camp facilities, and campgrounds.

SPECIAL REQUIREMENT:

• This position requires possession of an active motor vehicle license.
