DEFINITION: This is supervisory and administrative work in planning, developing, and monitoring a drug and alcohol program.
An employee in this job plans, develops, and monitors a major functional area of a drug and alcohol program. Work involves providing administrative direction to professional staff engaged in reviewing and analyzing programs, planning and evaluating services, or developing and implementing policies and standards. Work includes supervising the activities of professional, technical, and clerical staff. Work is performed independently and is reviewed by an administrative supervisor through conferences and results attained.

• Administers the planning, developing, and monitoring activities of a major functional area of a drug and alcohol program.
• Plans and directs the development and monitoring of drug and alcohol plans, programs, policies, and procedures.
• Directs the activities of a staff responsible for providing technical assistance to concerned parties on a specific phase of a drug and alcohol program.
• Reviews policies and procedures for impact on program area of specialization and recommends proposals for program changes consistent with governing regulations.
• Promotes partnerships with federal, state, and local public and private agencies.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles, practices, and objectives of social service and human development programs in community, regional, and state planning.
• Knowledge of the methods and techniques of developing social service and human development programs.
• Knowledge of drug and alcohol program developments.
• Knowledge of laws and regulations governing drug and alcohol programs.
• Knowledge of the principles and practices of public administration.
• Knowledge of socio-economic problems related to drug and alcohol abuse.
• Ability to review, analyze, and make recommendations concerning drug and alcohol abuse.
• Ability to apply critical thinking skills to identify and resolve problems.
• Ability to analyze and interpret regulations, policies, and procedures.
• Ability to analyze and interpret written information.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience as a Drug and Alcohol Program Supervisor (Commonwealth title);
or
• Four years of professional experience in social service or human development programs that includes two years of program planning, developing, or monitoring experience in the drug and alcohol field, and a bachelor's degree;
or
• An equivalent combination of experience and training.
