CORRECTIONS TREATMENT SERVICES PROGRAM ADMINISTRATOR

DEFINITION: This is professional and administrative work managing standard and specialized treatment programs for the Department of Corrections.

An employee in this job is located in central office and serves as the primary designee in the administration of one or more departmental offender treatment programs. Work includes managing treatment programs to ensure compliance with applicable policies, procedures, or legislation; analyzing offender case histories and preparing recommendations regarding offender suitability for program participation; making determinations regarding the continuance of treatment services for those offenders already participating in a treatment program; and monitoring and evaluating the effectiveness of treatment programs. An employee in this job independently analyzes, develops and implements program policies and procedures and performs program management duties. Work may include chairing departmental committees responsible for developing and implementing specialized offender treatment program standards and curricula. Work is reviewed by an administrative supervisor who evaluates program effectiveness through conferences and written reports.

EXAMPLES OF WORK: Develops and modifies drug and alcohol treatment policies and procedures.

Analyzes offender case histories and provides program suitability recommendations.

Ensures department and contracted staff are adhering to program policies and procedures.

Travels to field locations to perform on-site program reviews.

Researches, analyzes, and recommends new programs or revisions to existing programs.

Serves as chairperson for statewide committees focused on specific segments of the offender population, such as elderly, visually, or hearing impaired offenders, or offenders with significant mental health needs.

Testifies in criminal court regarding offender participation in treatment programs, such as the State Intermediate Punishment Program.

Reviews and manages waiting lists for entrance to therapeutic communities and specialized programs.

Develops, reviews and revises offender treatment program curricula.

Reviews offender treatment information to determine if offenders’ actions warrant advancement, sanctions or expulsion from a treatment program.

Coordinates the transfer of program participants between state correctional institutions and community corrections centers.

Serves as a representative of the Department on the Joint Resolution Committee to determine if offenders have successfully completed their treatment or if additional treatment is required.

Provides technical guidance, direction and information to agency staff, outside agencies, and the public.

Participates in the Request For Proposal contractor selection process for the provision of standard or specialized offender treatment program services.

Develops new or revises existing grant proposals.

Develops and facilitates program specific training.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of individual and group behavior.

Knowledge of cognitive behavioral treatment programs.

Knowledge of the principles and methodologies used in the delivery and implementation of treatment programs.

Knowledge of research principles and practices.

Ability to analyze and interpret case records.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: Three years of professional experience in planning, developing, or delivering treatment, casework, or counseling services to clients in a social work setting, and a bachelor’s degree in sociology, psychology, counseling, social work, corrections, law enforcement, or a related field;
