JOB TITLE: MEDICAL MARIJUANA COMPLIANCE INSPECTOR

DEFINITION: This is technical work inspecting medical marijuana growers, processors, and dispensaries regulated by the Department of Health.
An employee in this job conducts inspections of permitted medical marijuana organizations in an assigned geographic territory to determine compliance with medical marijuana statutes, regulations, and policies. Work involves evaluating operations and related data, preparing reports of findings, issuing notices of deficiency, providing guidance to address violations, and monitoring remediation efforts. Work includes reviewing quality, point of sale, inventory, packaging, and conveyance control processes; validating facility construction is performed to specification; researching organizations’ ownership structures for regulatory compliance; and issuing letters of renewal. Work may include investigating potential violations of law and testifying in court hearings. Work is performed independently under general supervision and is reviewed through observation and reports.

• Inspects medical marijuana organizations’ sites, facilities, vehicles, books, records, papers, documents, data, and other physical or electronic information.
• Reviews medical marijuana operations including point of sale and inventory control processes; patient verification processes; surveillance systems and facility conditions; adulteration, misbranding, or defective product labeling; advertising practices; sanitation standards; and product handling, storage, and conveyance procedures.
• Reviews and evaluates operations and related data to determine if operations are within acceptable standards or deficient and the severity of the deficiency.
• Prepares inspection reports required for permit renewals, notices of deficiency, and investigations.
• Inspects operations for proper utilization of seed-to-sale inventory tracking systems and ensures compliance with testing and distribution data requirements.
• Reviews pesticides and chemical labels for approved use on medical marijuana plants and confirms their proper handling and storage.
• Reviews the source of medical marijuana seeds and immature plants.
• Ensures plant waste and byproducts are tracked, handled, and disposed of properly.
• Identifies plant safety and sanitation hazards such as evidence of insects, pests, or disease conditions that may lead to contamination of the final product.
• Communicates with other state and federal agencies and local municipalities to validate permits, certifications, and inspections required by other entities are current and responds to questions these entities have regarding medical marijuana operations and regulations.
• Provides guidance on regulatory requirements to medical marijuana organizations.
• Drafts and issues notices of deficiency in response to violations, monitors remediation, and recommends further enforcement action if needed.
• Reviews blueprints and drawings during walk-throughs to confirm new facility construction, facility expansions, and alterations are consistent with the approved specifications.
• Evaluates applications for changes of ownership, additional locations, or changes of location to determine compliance with permitting requirements and recommends approval or denial.
• Tracks and archives data and reports based on agency policies and guidelines.
• Gathers information and evidence in cases where a violation of the law is suspected and testifies in court as a prosecuting witness.
• Operates motor vehicles.
• Performs other work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices used in conducting regulatory compliance inspections.
• Knowledge of inspection data collection techniques.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to prepare inspection reports.
• Ability to analyze and interpret laws, regulations, and policies.
• Ability to operate motor vehicles.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of technical or paraprofessional experience in regulatory compliance and regulatory inspection work;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All positions require possession of an active motor vehicle license.
