DIRECTOR, BUREAU OF HEALTH PROMOTION AND RISK REDUCTION

DEFINITION: This is professional managerial work directing the activities of the Bureau of Health Promotion and Risk Reduction in the Department of Health.

The employee in this job directs, through subordinate managers, several statewide public health programs for public health promotion and health risk reduction. The employee is responsible for managing a multi-division bureau and integrating its component parts within the overall program mission of the Department of Health. Work involves directing the development and implementation of policies and procedures and establishing program priorities, goals, and objectives in accordance with state and federal guidelines. The employee in this job is the principal advisor to the Secretary of Health and other senior-level staff on issues relating to the development and the administration of statewide public health promotion and health risk reduction programs. An extensive amount of contact with legislators, state, local, and federal program officials and the general public is required to address and correct any problems and to provide information on proposed program changes and their impact. Supervision is exercised over managerial, professional, technical and clerical personnel. The employee functions with considerable independence in carrying out goals and objectives. The results are reviewed by the Deputy Secretary for Health Promotion and Disease Prevention through reports, achievement of program goals and objectives, and overall program quality and effectiveness.

EXAMPLES OF WORK: Directs, through subordinate managers, a professional, technical, and clerical staff engaged in planning, developing, reviewing, implementing, and coordinating statewide public health promotion and health risk reduction programs.

Determines, develops, and implements policies, procedures, priorities and plans for efficient Bureau operations.

Establishes program goals, standards of performance, and methods of implementation for use by Bureau staff service providers in carrying out the mandates of the program.

Directs the collection, analysis and interpretation of public health statistics; reviews and analyzes program statistics to determine the effect on Bureau programs and priorities.

Integrates Bureau programs and priorities with the general priorities of the Department of Health.

Advises the Secretary of Health and other senior-level staff on issues relating to the development and administration of statewide public health promotion and health risk reduction programs.

Promotes public interest in the utilization of public health services by speaking before interested lay and professional groups.

Reviews and comments on legislation affecting health promotion and health risk reduction programs and defines the need for legislation in specific program areas.

Evaluates program effectiveness to determine if all appropriate populations are adequately served.

Establishes and maintains contact with high-level agency personnel, other state agencies, federal program specialists, other public and private organizations and the general public for program planning and development.

Recommends program changes in accordance with federal, state and local rules and regulations.

Explains, clarifies or advocates program needs and intentions.

Directs Bureau budgeting, human resources and other administrative activities.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public administration.

Knowledge of the principles of effective supervision.

Knowledge of the theory, principles, practices and current developments in public health promotion and health risk reduction programs.

Knowledge of federal and state laws governing public health promotion and health risk reduction programs.

Knowledge of the methods utilized in the correction and interpretation of public health statistics for public health promotion and health risk reduction programs.

Knowledge of current social and economic problems as they apply to public health promotion and health risk reduction programs.

Ability to plan, develop and administer complex and varied public health programs.

Ability to establish and maintain effective working relationships.

Ability to plan and direct the work of a professional, technical and clerical staff.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of professional public health experience, including three years in an administrative, supervisory or consultative capacity, and a bachelor’s degree in the social sciences, public health administration, business administration, hospital administration or a field closely allied to public health.
