DIRECTOR, DIVISION OF DRUG AND ALCOHOL PREVENTION AND INTERVENTION
DEFINITION: This is responsible administrative and professional work in the field of alcohol and other drugs at the division level in the Department of Health.
The employee in this class plans, develops, directs and coordinates all activities of the Division of Drug and Alcohol Prevention and Intervention. As director of the division the employee is responsible for developing program goals and objectives, policy and funding strategies, as well as evaluating results and making revisions to the program and funding plan as required. An important aspect of the work of this position involves establishing and maintaining contact with state, federal and local program officials as well as the general public to adequately assess the needs of the client population and to develop new programs to meet those needs. Supervision is exercised over the activities of professional, technical and clerical personnel. The employee functions with considerable freedom in carrying out the goals and objectives of the programs in concert with federal guidelines. Results are reviewed by the Director of Drug and Alcohol Programs, through reports and conferences for obtainment of program goals and objectives, completeness, and overall program quality.
EXAMPLES OF WORK: Plans and directs activities of the Division of Drug and Alcohol Prevention and Intervention, develops program goals and objectives, directs daily activities, develops policy and funding strategy, evaluates results and makes revisions in the program and funding plan as necessary.
Develops recommendations and revisions to agency regulations, standards and policies governing statewide prevention, intervention and treatment services.
Plans and directs the administration of all alcohol and other drug related criminal justice activities; approves all contracts and inter-agency agreements with other Commonwealth departments relative to the provision of drug and alcohol intervention and treatment services and correctional institutions for the adult and juvenile offender.
Plans and directs funding and program administration of the statewide maternal addiction services for pregnant addicted women and addicted women with children.
Plans and directs the program administration of the Federal/State Initiative Share Loan Program for Recovering Persons.
Plans and directs the funding, policy and management of the assessment, consultation and treatment services for the statewide student assistance program implemented in all school districts in the Commonwealth.
Plans and directs the administration of statewide prevention/intervention programming and funding provided through the Single County Drug and Alcohol Authorities or their subcontractors.
Analyzes and makes recommendations on proposed legislation relative to statewide alcohol and other drug services.
Directs the preparation, review and submission of requests for proposals being issued by the agency and/or being responded to by the agency on a Federal level to obtain funding for statewide prevention, intervention and treatment initiatives.
Directs the implementation of policies and programming related to multi-cultural services in training for other departments involved in alcohol and other drug programming and single county drug and alcohol authorities or their subcontractors.
Serves as a representative to various boards, associations and commissions on both a statewide and national level.
Directs the review and critique of the county plans submitted by single county authority related to prevention, intervention and treatment services.
Directs the implementation and administration of special pilot projects in cooperation with the Departments of Education, Corrections, Public Welfare, Labor and Industry, the Governor's Drug Policy Council, Community Affairs and the Attorney General's Office.
Directs the development and implementation of program outcome and processes evaluations related to prevention and intervention programming.
Directs the provision of technical assistance, consultative services and training to the Single County Authorities, license/approved provider agency, ODAP staff and community grass roots organizations involved in the delivery of prevention and intervention services.
Ensures that policies, regulations and procedures and adhered to by providers receiving funding through special initiatives or state/Federal grants for community based prevention/intervention/treatment services.
Speaks at conferences, workshops, training and other events assigned by the Department Secretary, Deputy Secretary, Bureau Director or direct requests from the community.
Supervises professional, technical and clerical staff.
Performs related duties as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principle and practices of public administration.
Knowledge of the theory, principles, practices and current developments in the field of alcohol and other drugs in relation to treatment prevention and intervention activities.
Knowledge of federal and state laws, policies and regulations in relation to alcohol and other drug prevention, intervention and treatment activities.
Knowledge of the methods utilized in the collection and interpretation of public health statistics in relation to alcohol and other drug prevention, intervention and treatment activities.
Knowledge of current social and economic problems as they apply to public health in general and alcohol and other drugs, prevention, intervention, and treatment activities specifically.
Ability to plan, develop and administer a state-wide alcohol and other drug prevention, treatment and intervention program.
Ability to establish and maintain effective working relationships for representatives of state agencies, state, local, and federal public health officials, local health organizations, institutions and the general public.
Ability to plan and direct the work of a staff of supervisory, professional, technical and clerical personnel.
Ability to express ideas clearly and concisely, orally and in writing.
MINIMUM EXPERIENCE AND TRAINING: Five years experience in the field of public health, three of which must of been in the area of drug and alcohol, and a bachelor's degree in the Social Sciences, Public Health Administration, Business Administration or a field closely allied to public health. Education above the bachelor's level in any of the above fields may be substituted for the non-drug and alcohol experience on a year to year basis to a maximum of two years.
