JOB TITLE: CHIEF, PREVENTION AND TREATMENT DIVISION, DDAP

DEFINITION: This is responsible administrative and professional work directing the Prevention and Treatment Division in the Department of Drug and Alcohol Programs (DDAP).

The employee in this job directs the evaluation of statewide programs and case management services related to the prevention and treatment of Substance Use Disorder (SUD) and problem gambling, in addition to the planning, development, implementation, and analysis of professional policies and standards pertaining to treatment and prevention services. Work involves reviewing and analyzing new or revised legislation, regulations, policies, and procedures related to services for SUD and problem gambling prevention and treatment; developing program goals and objectives to ensure that Single County Authorities (SCA) comply with federal, state, and clinical guidelines in providing a quality substance abuse service delivery system; and evaluating results and making revisions to the program and funding plan as required. An important aspect of the work involves establishing and maintaining contact with state, federal, and local program officials as well as the public to adequately assess the needs of the client population and to develop new programs to meet those needs. Supervision is exercised over subordinate program managers and program supervisors. Work is performed independently under the general direction of the bureau director and is reviewed through reports and conferences for attainment of program goals and objectives, completeness, and overall program quality.

• Directs the administration of SUD and problem gambling treatment and prevention services, programming, and funding by SCAs and subcontracted providers.

• Develops recommendations and revisions to agency regulations, standards, and policies governing statewide treatment and prevention services for SUD and problem gambling.

• Directs the development of regional or statewide needs assessments to identify community treatment needs.

• Directs the development and review of standardized client assessment and placement instruments to ensure appropriate referral to clinical treatment services.

• Directs the development of treatment plans for special populations or disproportionately burdened entities.

• Plans and directs statewide funding and program administration for special populations, such as maternal SUD services.

• Plans and directs the funding, policy, and management of the assessment, consultation, and treatment services for the statewide problem gambling program.

• Reviews and analyzes new or revised legislation, regulations, policies, and procedures related to SUD and problem gambling prevention and treatment.

• Develops and implements data collection and dissemination policies and procedures related to SUD and problem gambling.

• Directs the preparation, review, and submission of requests for proposals to obtain funding for statewide treatment initiatives.

• Directs the provision of training and technical assistance to the SCAs, licensed provider agencies, and community organizations involved in the delivery of services for the treatment and prevention of SUD and problem gambling.

• Serves as a representative to various boards, associations, and commissions on a statewide and national level.

• Directs the review and critique of the county plans submitted by SCAs related to the treatment and prevention services for SUD and problem gambling.

• Provides consultation and presentations on the treatment and prevention of SUD and problem gambling.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the theories, principles, practices, and developments in the field of

SUD.

• Knowledge of laws, policies, and regulations related to SUD treatment.

• Knowledge of research and statistics as applied to SUD treatment.

• Knowledge of laws and regulations governing the collection and reporting of health statistics.

• Knowledge of the principles of population studies as they apply to SUD treatment.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret legislation, regulations, policies, and procedures.

• Ability to analyze and interpret written and numerical information.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional experience in a human services or social services agency providing direct social services, case management services, Substance Use Disorder treatment services, program planning, program monitoring, or program evaluation, including one year of experience supervising the provision of Substance Use Disorder treatment services, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes one year of professional experience supervising the provision of Substance Use Disorder treatment services.
