DRUG AND ALCOHOL TREATMENT MANAGER
DEFINITION: This is professional and administrative work in the therapeutic care, treatment and rehabilitation of inmates within a drug and/or alcohol abuse treatment program at a State Correctional Institution or facility.
An employee in this class manages and administers the overall operation of an outpatient, non-residential, and an inpatient, non-hospital, residential drug free drug and alcohol treatment programs in a correctional institution setting. The incumbent is responsible for planning, developing, implementing and evaluating the therapeutic care and treatment modalities offered to chemically addicted inmates; and other aspects of the treatment program; and serves as a resource person and point of contact for the drug and/or alcohol programs. In addition, the incumbent trains, supervises and directs a staff who provides drug and alcohol treatment services to inmates, and may also handle an independent caseload which consists of inmates who are considered to be extremely difficult cases. Work is performed with considerable independence in accordance with established regulations, policies and procedures, and is reviewed by an administrative superior through an evaluation of program effectiveness and the achievement of program objectives.
EXAMPLES OF WORK: Directs the operations of outpatient, non- residential, and inpatient, non-hospital, residential, drug and alcohol programs, which include such administrative functions as internal fiscal management, accounting, procurement, personnel, storekeeping, and similar functions.
Trains, supervises, and directs drug and alcohol treatment specialists and supervisors in the performance of their work in the care, counseling, and rehabilitation of drug and/or alcohol dependent persons at a state correctional institution or facility; independently handles extremely difficult cases.
Formulates and implements mechanisms to plan, monitor, and evaluate the daily operations and treatment aspects of the drug and alcohol treatment programs.
Serves as a resource person and coordinating point of contact for the drug and/or alcohol services and programs.
Interprets, explains, and implements Department of Corrections' policies, procedures and directives, and ensures that all applicable regulations governing inpatient, non-hospital, and residential drug and alcohol services within the Commonwealth of Pennsylvania are adhered to.
Works with other drug and alcohol programs and community organizations to develop new and innovative approaches to addressing the problems created by substance abuse and dependence.
Explains drug and alcohol program goals and objectives to individual public agencies and other community organizations to gain understanding, cooperation, and support.
Serves on Department of Corrections committees to assist in formulating drug and alcohol treatment policies and regulations and assists in the Management Review of institutional drug and alcohol programs throughout the Department.
Provides guidance and advice to lower level staff and other colleagues in the planning of therapeutic activity sessions, work projects, and educational/vocational placement of inmates.
Plans treatment activities, applies advanced treatment modalities, and provides counseling services to inmates and their family members to aid them in achieving adjustments to specific problems or situations of a difficult or complex nature.
Prepares staff developmental plans and other reports.
Performs related duties as assigned.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of public health administration, accounting, personnel administration, procurement, and related administrative functions.
Knowledge of the addictive disease process.
Knowledge of treatment modalities common to outpatient, non- residential, drug and alcohol programs, as well as those that are common to inpatient, non-hospital, residential, drug and alcohol programs.
Knowledge of the drug and alcohol abusing subculture.
Knowledge of the physical and emotional characteristics and symptoms of drug and alcohol abuse/dependence.
Knowledge of the dynamics of individual and group behaviors of addicted persons and effective ways of working with them.
Ability to exercise judgment and discretion in developing, implementing, interpreting, and evaluating outpatient program policies, procedures, and regulations.
Ability to exercise effective administrative and professional supervision over employees.
Ability to evaluate subordinates and instruct them on procedures, policies, criminal laws, and regulations.
Ability to establish and maintain effective working relationships with inmates, staff members, outside referral agencies and agencies of the criminal justice system, and the general public.
Ability to clearly express ideas orally and in writing.
Ability to plan and organize work and prepare appropriate reports.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Drug and Alcohol Treatment Specialist Supervisor;
or
Four years of professional experience providing drug and alcohol counseling services directly to clients in a social work setting, including one year in a supervisory capacity, and a bachelor's degree that includes 18 college credits in the Behavioral Sciences;
or
Three years of professional experience providing drug and alcohol counseling services directly to clients in a social work setting, including one year in a supervisory capacity, and a Master's degree with major course work in Addictions Science, Psychology, or Social Work;
or
One year of para-professional experience providing drug and alcohol counseling services directly to clients in a social work setting and three years of professional experience providing drug and alcohol counseling services directly to clients in a social work setting, including one year in a supervisory capacity, and: Certification as a "Certified Addictions Counselor" as approved by the PA Chemical Abuse Certification Board;
or
Any equivalent combination of experience and training which includes 18 college credits in the Behavioral Sciences.
