JOB TITLE: REGISTRY MANAGER

SERIES NATURE OF WORK: The Registry series describes work in the collection and administration of population data about diseases, vital events, and health status.

DEFINITION: This is managerial work administering a statewide public health registry that collects, validates, and stores data for use in public health surveillance activities and for other research purposes.

An employee in this job plans and directs the collection, reporting, and management of standardized data for reportable diseases, events, or conditions as mandated by legislation, regulations, and policies. Work involves overseeing informational support, guidance, technical assistance, and training provided to health care professionals, and the design and implementation of data management and quality control functions for the registry. Work includes evaluating the scope and validity of data collected to ensure complete, accurate, and timely data is available for public health surveillance activities; coordinating the design and linkage to other public health registries; and overseeing the collection, monitoring, analysis, and validation of public health data. An important aspect of this work involves representing the department at conferences and on federal, state, and local committees; delivering presentations to special interest groups and the public; and developing relationships with federal, state, and county health care personnel. Supervision is exercised over Registry Specialist Supervisors and other staff. Work is performed under the general supervision of a higher-level manager and is reviewed through conferences, reports, and results attained.

• Work is distinguished from the lower-level job based on the responsibility for supervising Registry Specialist Supervisors.

• Manages a program for organizing, developing, and maintaining a comprehensive public health registry system.

• Evaluates the scope and completeness of various types of health records and abstracts by designing and executing data edits and other quality control procedures to ensure accurate and consistent data.

• Coordinates the design of record linkage systems to ensure patient records match and to avoid duplicate reporting.

• Evaluates the effectiveness and compliance of data reporting by provider hospitals, non-hospital facilities, physicians, and other sources, and develops action plans to address deficiencies.

• Develops and revises manuals and policy statements compatible with healthcare facility record systems to inform and train health care personnel in reporting to the state's public health registry system.

• Reviews requests for morbidity and mortality data and assists requesters and subordinate staff in refining requests, determining appropriate data available, and overseeing the generation of reports in accordance with medical and legal requirements and division policies relating to the maintenance and release of confidential information.

• Establishes and maintains data exchange agreements with other states and regional registries.

• Presents written and oral reports to organizations such as the Cancer Advisory Board relating to the status of the state's public health registry.

• Presents or assigns staff to make educational presentations to Registered Health Information Administrators, Certified Tumor Registrars, funeral directors, physicians, health care practice managers, and coroners relative to the state registry systems and reporting requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of health information management principles and practices, standard nomenclature and classification, anatomy, physiology, medical terminology, and fundamentals of medical science.

• Knowledge of the types of health care facility information systems and the associated responsibilities for maintaining them.

• Knowledge of medical and legal requirements relating to the maintenance and release of health information.

• Knowledge of statistical principles and techniques as they apply to health information management.

• Knowledge of the principles and practices of employee supervision.

• Ability to administer a statewide public health information system utilizing electronic data processing systems.

• Ability to plan and direct the work of professional, technical, and clerical staff engaged in a statewide public health program.

• Ability to identify and resolve problems in the operation of the state's health information systems.

• Ability to provide guidance, advice, and direction in the resolution of compliance issues with field staff and data providers.

• Ability to relate data requests to the operation of the state's health information systems.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Registry Specialist Supervisor (commonwealth title);

or

• One year of professional supervisory experience in the administration of public health registries.
