JOB TITLE: WIC PROGRAM REPRESENTATIVE

JOB CODE: 39080

SERIES NATURE OF WORK: The WIC Program job series describes professional public health work in the review and maintenance of the statewide Women, Infants, and Children (WIC) Program.

DEFINITION: This is professional work conducting and monitoring outreach activities for the statewide WIC program.

An employee in this job provides technical assistance, education, and guidance to WIC local agencies and WIC retail stores to ensure compliance with State and Federal regulations, rules, and policies. Work includes preparing and analyzing reports detailing reviews of WIC local agencies; evaluating the appropriateness and adequacy of corrective action plans; monitoring WIC retail store activities to ensure compliance with program requirements; explaining regulations and policies to WIC local agency personnel and WIC retail store representatives; and developing and implementing statewide outreach efforts to educate WIC participants, applicants, and retail stores on WIC initiatives. Work is performed independently and is reviewed by a supervisor for effectiveness in meeting objectives and conformance with state and federal regulations and policies.

• Assesses WIC local agencies’ operations and performance to determine compliance with WIC program objectives.

• Develops and revises content of WIC local agency monitoring tools to ensure compliance with state regulations and federal guidelines.

• Ensures authorized WIC retail stores follow standard procedures to enter into signed agreements with the Department of Health.

• Ensures WIC retail store compliance with state and federal regulations by conducting compliance buys, including those that are on behalf of local agencies.

• Ensures WIC retail store compliance with state and federal regulations by monitoring inventory audits.

• Conducts price surveys of WIC retail store prices and sets maximum and competitive prices.

• Reviews WIC retail store applications against established federal and state regulations and recommends approval or disapproval.

• Develops and implements WIC program procedures.

• Assists in the administration of the appeal process of WIC retail stores and disqualified participants.

• Develops Retail Store Alerts to provide news and updates to vendors.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of how social and economic conditions impact human or social services programs and participants.

• Knowledge of data collection methods.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret numerical information.

• Ability to interpret rules, regulations, policies, and procedures.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year of professional experience in administering the operations of a health, human, or social services program; and a bachelors degree;

or

• An equivalent combination of experience and training.
