JOB TITLE: HEALTH CARE SURVEYOR SUPERVISOR

SERIES NATURE OF WORK: The Health Care Surveyor job series describes work surveying health care entities for compliance with federal Medicare/Medicaid and state licensure laws and regulations.

DEFINITION: This is supervisory professional regulatory work surveying, licensing, and certifying health care entities to ensure patient care and services meet state and federal standards.

An employee in this job supervises, plans, and directs the work of a multi-disciplinary team of surveyors in the inspection of assigned health care entities to ensure that licensing and certification requirements are met. Work involves ensuring that survey processes, procedures, and administrative activities are carried out in accordance with legally established standards, rules, and regulations. Work includes planning and providing direction in evaluating patient care, providing consultative services to health care providers and department staff, examining and evaluating records, reviewing policies and procedures, and evaluating the physical plant. Work also involves defining survey goals, objectives, and desired results and evaluating programs to determine if standards are improving the quality of patient care. Work is performed under the direction of an administrative supervisor and is reviewed through reports and conferences for the achievement of goals, objectives, and quality results.

     DISTINGUISHING CHARACTERISTICS:

      • Work is distinguished from the lower-level job based on the responsibility for supervising Health Care Surveyors or Health Care Nurse Surveyors.

• Supervises the work of surveyors and participates in the on-site inspection of an assigned group of health care entities for compliance with state and federal regulations for licensure, and certification; assigns members and allocates facilities to the survey teams; and establishes survey schedules.

• Coordinates and directs the preparation and review of written reports and facility staff conferences on survey findings in areas such as staff management, nursing services, physical facilities, and other services.

• Provides consultative services to facility boards and staff to improve patient care and standards of operation.

• Prepares and provides testimony at hearings regarding health care providers found to be deficient or non-compliant with standards.

• Coordinates and participates in exit interviews with administrators and staff to discuss deficiencies and review survey findings.

• Reviews and processes adverse actions from field offices to ensure consistency and adherence to policies, procedures, and processing requirements.

• Interprets and communicates rules, regulations, policies, standards, and objectives.

• Coordinates surveys with facility owners, administrators, and staff and provides guidance to potential health facility owners and administrators about the policies and procedures required to establish a facility.

• Reviews facility requests for waivers and exceptions to regulations and makes recommendations to managers that ensure the health and safety of individuals.

• Travels to field sites to conduct surveys and investigations.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the current methods, developments, principles, and practices in health care delivery and the survey process of health entities.

• Knowledge of the state and federal laws and regulations guiding health entity licensure and certification.

• Knowledge of the principles and practices of health care administration.

• Knowledge of the issues and needs of patients with mental health disorders who receive services from acute, long-term care, primary care, home health, and intermediate-care facilities.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to analyze and interpret written information and numerical data.

• Ability to analyze and interpret health facility charts and records.

• Ability to analyze and interpret rules, regulations, policies, and procedures.

• Ability to operate a motor vehicle.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Two years of experience as a Health Care Surveyor or Health Care Nurse Surveyor (Commonwealth titles);

or

• Two years of health care survey experience and a bachelor's degree;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require within one year of hire successful completion of the relevant provider-specific federally mandated Surveyor Minimum Qualifications Training and Test (SMQT) administered by the Centers for Medicare and Medicaid Services, or an equivalent certifying body for the discipline.

• All positions require possession of an active motor vehicle license.

• Certain positions require active authorization to practice as a Registered Nurse in Pennsylvania.
