HEALTH FACILITY PLAN REVIEWER

DEFINITION: This is technical work in the examination and review of health care facility building plans for compliance with Life Safety Code and Health and Human Services construction requirements.

An employee in this class examines plans, blueprints and specifications pertaining to the construction, alteration, and addition to health care facilities to determine compliance with either Federal rules and regulations governing their construction and/or the Life Safety Code pertaining to fire safety. Employees confer with owners, operators, and engineering firms associated with an individual facility in order to clarify information, provide consultation, or answer technical and procedural questions. The reviews for health and human service construction requirements involve the examination of plans to determine proper space requirements and adherence to specifications in order to provide a safe, efficient environment. The life safety code reviews involve the examination of space requirements and equipment in terms of fire safety. An important aspect of this work is providing guidance to facilities in order to bring them into compliance with applicable regulations. Supervision is received from a technical superior who reviews work for conformance to applicable standards and compliance with policies, procedures, and the accomplishment of objectives.

EXAMPLES OF WORK: Reviews and approves schematic, preliminary and final contract drawings and/or documents for compliance with departmental and Federal requirements.

Reviews building plans, blueprints, and specifications pertaining to construction, alteration, and use of health care facilities for compliance with Life Safety Code Regulations.

Meets with owners and architects to outline and clarify physical plant requirements of nursing facilities, hospitals, mental health and ICF/ID Units, and to provide proper function and good patient care.

Explains and interprets provisions of Life Safety Code Regulations to architects, engineers, contractors, property owners, and other interested persons.

Assists the owners, architects, and builders in making adjustments during construction in order to meet requirements.

Conducts site visitations and inspections of facilities under construction to insure continued compliance of the work with all state and Federal requirements.

Prepares written reports as a result of the reviews documenting the specific problems.

Confers with new owners of a facility in order to acquaint person with requirements for conformance with regulations.

Prepares correspondence to answer oral and written inquiries regarding plan reviews.

Travels to health care facilities and related work sites in order to conduct examinations and reviews.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal requirements pertaining to construction and alteration of health care facilities as embodied in the minimum requirements of Construction and Equipment for Hospital and Medical Facilities, and other related publications.

Knowledge of the Life Safety Code as it applies to state government and health care facilities.

Knowledge of design and construction practices relating to health care facilities.

Ability to learn policies and procedures relating to administration of the plan review and safety inspection program.

Ability to read and interpret building plans, blueprints, and specifications.

Ability to establish and maintain effective working relationships with associates, supervisors, consultants, contractors, other government officials, and the general public.

Ability to travel to and from work locations.

Ability to communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: Six years of construction, design or design review experience in building structures and their component parts, and including reading and interpreting building plans and blueprints and Federal and state construction standards pertaining to patient habitation and fire safety:
