JOB TITLE: SPECIAL RESPONSE MANAGER, BUREAU OF EMERGENCY PREPAREDNESS AND RESPONSE, DOH

DEFINITION: This is professional and management work creating and developing initiatives for the Department of Health (DOH) and in coordination with other state and federal agencies in response to new and emerging public health risks.
The employee in this job is responsible for leading and overseeing interagency and intra-agency committees or task forces that develop and implement responses for health threats that extend beyond traditional public health emergency preparedness and response programs, including Opioid Use Disorder (OUD), Substance Use Disorder (SUD) with Hepatitis C and mental or behavioral issues, or other co-occurring disorders or dual diagnoses that include a public health component. Work involves collaboratively managing response initiatives across programs and agencies to develop project steps, goals, and performance indicators; managing projects, including scoping, planning, and staffing; requesting and tracking resources and costs; assigning tasks to team members, directing tasks, and evaluating activities and outputs against goals; directing and managing interagency data collection, analysis, and evaluation; and coordinating, evaluating, and reporting outcomes. Work includes directing project and initiative activities for commonwealth employees, non-commonwealth employees, and contracted staff assigned to, and for the duration of, the project. Work also includes advising and consulting high level executives, representatives of healthcare organizations and associations, and state, county, and local government officials of project requirements, progress, and outcomes. An important aspect of this work includes acting with the authority of the Director, Bureau of Emergency Preparedness and Response in planning and leading projects, assigning tasks, ensuring communication and collaboration between team members, and ensuring goals are met. Work is under the general direction of the Director, Bureau of Emergency Preparedness and Response, who evaluates work based on timeliness, responsiveness, and effectiveness of results.

• Develops, coordinates, tracks, and advises on goals, priorities, and evaluation measures for all new and ongoing emergency response programs.
• Consults with state, county, and local program contacts to track potential public health threats, risks, and ongoing emergency response needs.
• Ensures emergency response initiatives include coordination and integration of state, county, and local programs and resources.
• Advises and provides technical assistance to entities such as state and federal agencies, regional task forces, health care providers, and local first responders regarding emergency response initiative planning, coordination, tracking, and training.
• Plans, organizes, prioritizes, and manages emergency response initiative work efforts for committees comprised of staff from commonwealth, governmental, public health, emergency preparedness, and other organizations or programs.
• Defines staffing roles and responsibilities, assigns and reviews work, and prepares detailed work plans and reports regarding assigned emergency response initiatives.
• Manages and tracks progress of emergency response initiatives against plans to ensure project is on schedule and takes corrective action if needed.
• Represents the bureau, department, or commonwealth to other state and federal agencies regarding emergency response initiatives.
• Identifies and seeks out new or innovative funding opportunities that support the development or expansion of emergency response initiatives.
• Monitors and reports on the effective use of funding and its impact on program effectiveness.
• Develops and coordinates training for commonwealth staff or public entities in response to needs discovered through implementation of initiatives.
• Develops speeches and presentations for special interest groups, legislators, media, and the public.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of laws, regulations, and policies used in public health or emergency preparedness and response.
• Knowledge of the principles and practices of public health or emergency preparedness and response.
• Knowledge of the principles and practices of public administration.
• Knowledge of the principles and practices of behavioral health programs
• Knowledge of the principles and practices of drug and alcohol programs.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Three years of professional experience in the development, and implementation of a public health or human service program related to emergency management, drug and alcohol, or behavioral services; and a bachelor’s degree;
OR
• An equivalent combination of experience and training.
