JOB TITLE: DIRECTOR, BUREAU OF EMERGENCY PREPAREDNESS AND RESPONSE, DOH

DEFINITION: This is professional administrative work directing the emergency preparedness and response program in the Department of Health (DOH).

The employee in this job is responsible for planning, directing, and evaluating the commonwealth’s public health and healthcare preparedness and response programs. Work involves advising healthcare and government executives on public health and healthcare preparedness and response policies, procedures, and initiatives. Work also involves ensuring, through subordinate staff, the coordination and integration of programs and resources between the commonwealth, regional associations, counties, municipalities, and nearby states. Work is assigned in the form of program goals and objectives and is reviewed by the Deputy Secretary, Health Preparedness and Community Protection through reports, conferences, and results achieved.

• Serves as a consultant to the Governor in response to an actual or suspected disease outbreak, including advising on emergency isolation and quarantine.

• Advises the Secretary of Health and other high-level agency decision-makers on issues relating to the development and administration of the statewide emergency preparedness and response program.

• Serves as the principal advisor on program policy to the Deputy Secretary for Health Preparedness and Community Protection.

• Reviews and recommends changes to legislation impacting public health and healthcare preparedness and response programs.

• Formulates agency goals and objectives for the delivery of services related to public health and healthcare preparedness and response programs.

• Evaluates program services for public health and healthcare preparedness and response and recommends and coordinates revisions to policy, procedures, and programs.

• Advises associations, boards, and commissions on the policies and procedures of state, county, and local public health and healthcare preparedness and response programs.

• Manages staff responsible for providing technical assistance to partners in the development and implementation of comprehensive emergency preparedness and response plans.

• Advises agency, interagency, and commonwealth boards and commissions on the status of actual or potential public health threats, emergencies, or disasters.

• Oversees the development and administration of emergency management training exercises and qualification programs.

• Collaborates with county and local health preparedness and response coordinators and officials to assess program effectiveness, solicit recommendations, and develop program modifications.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of public health or healthcare preparedness and response.

• Knowledge of laws, regulations, and policies used in public health or healthcare preparedness and response.

• Knowledge of the principles and methods of implementing emergency management systems.

• Knowledge of the principles and practices of employee supervision.

• Ability to interpret and apply legislation and regulations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional experience planning or developing health, preparedness, or emergency response programs, including three years in a supervisory capacity, and a bachelor's degree in health, emergency management, or a related field;

or

• An equivalent combination of professional experience and training which includes three years of supervisory experience in the planning or development of health, preparedness, or emergency programs.
