EMERGENCY MEDICAL SERVICES PROGRAM MANAGER
DEFINITION: This is professional and supervisory work in statewide emergency medical services (EMS) system programs.
An employee in this class is responsible for the coordination, direction, planning and implementation of the administrative and evaluation aspects of the statewide emergency medical services system programs or is responsible for the coordination, direction, planning and implementation of the comprehensive clinical and practitioner aspects of the statewide emergency medical services system programs. The administrative and evaluation work involves coordination of regional operations, ambulance licensure, training institute accreditation, system planning and finance, and quality assessment and improvement. The work related to patient care and its delivery involves researching training programs and standard curricula used in national programs, determining which programs and curricula the Commonwealth should use and providing guidance to the EMS regional councils in regard to testing and training and overseeing the implementation of new testing and curricula by the EMS regional councils.
An employee in this class supervises subordinate professional staff; develops policies, goals and procedures, evaluates their impact and effectiveness, and implements the EMS Office/Department of Health (DOH) policies on a statewide basis; modifies existing programs to achieve maximum effectiveness; promotes and develops new and innovative program activities; interacts extensively with officials from a wide variety of organizations, including all EMS regional councils and the statewide EMS advisory council; assures compliance with statutes and regulations, consistency among regions and effectiveness/efficiency related to desired outcomes by providing guidance and review in regard to the work processes and products of the EMS regional councils' staff. Work is performed independently and results are reviewed by the Director of the Emergency Medical Services Office for effectiveness and fulfillment of legal mandates and EMS/DOH goals.
EXAMPLES OF WORK: Coordinates, directs, plans and implements administrative and evaluation or clinical and practitioner functions related to statewide emergency medical services system programs.
Develops administrative and evaluation or clinical and practitioner focused program policies, goals and procedures for emergency medical services system programs and evaluates their effectiveness.
Advises and provides professional consultation to regional emergency medical services councils related to data analysis, information interpretation, statistical research design and instrument development, application of appropriate statistical methods for data analysis, information generation and interpretation, and system evaluation to include quality assessment and improvement.
Administers and expands regional and statewide emergency medical services information management and data collection systems assuring that data elements are included to meet the data collection requirements as written in Act 45, improving data quality for accurate EMS management information generation, monitoring regional data quality and generating reports using the statewide data system as requested or necessary.
Coordinates the efforts of office staff specifically assigned to regional operations, ambulance licensure, training institute accreditation, system planning and finance and quality assessment and improvement.
Works with the EMS Administrative Officer to develop budget proposals and documents for review by the Director.
Evaluates program performance of the EMS regional councils and the EMS state advisory council.
Develops a statewide evaluation mechanism for emergency medical services system programs in coordination with the Pennsylvania Department of Transportation, Pennsylvania Trauma Systems Foundation, and other related emergency medical services agencies.
Prepares the annual EMS report and program evaluation report.
Develops, coordinates and manages research and grant proposals and conducts research in coordination with appropriate agencies, such as the US DOT and the Pennsylvania Departments of Transportation, Pennsylvania Trauma Systems Foundation, and the Pennsylvania Health Care Cost Containment Council.
Performs research and analysis of training programs and standard curricula used in national programs and determines which programs and curricula the Commonwealth should use.
Provides guidance to the EMS regional councils in regard to testing and training and oversees the implementation of new testing and curricula by the EMS regional councils.
Modifies existing programs to achieve maximum effectiveness and promotes the development of innovative or new program activities to meet the needs of patients and practitioners.
Reviews and evaluates the educational and training needs of subordinates and arranges for further training.
Maintains contact with officials from a wide variety of organizations for the purpose of presenting and promoting the clinical and practitioner programs and objectives of the EMS Office and the DOH.
Oversees the collection, analysis and interpretation of public, patient and practitioner related statistics and the assembly, evaluation, preparation and dissemination of educational and other interpretive materials.
Prepares annual reports on specific activities related to patient and practitioner programs.
Reviews and prepares comments on proposed legislation and its impact on emergency medical services in regard to patient/practitioner system programs.
Provides professional input into Emergency Medical Services Office program planning by maintaining communication with Commonwealth EMS Medical Director; EMS Program Manager, System Administration and Evaluation; and Director, EMS Office.
Prepares reports on program operations and problems to assist professional and administrative personnel in choosing priorities, setting policy and applying methods which will be most effective in preventing illness and injury and improving and protecting the health of Pennsylvania's residents and visitors.
Reviews plans of subordinates to identify options, ensure quality and assess value in clinical program component development.
Coordinates on-going activities and plans within the EMS Office and associated Department programs.
Determines need for educational and interpretive material and the method of dissemination.
Receives patient and practitioner related complaints, provides advice on investigations into causes and conditions, as well as resolution to complaints and integrates experiences into clinical system quality improvement.
Supervises assigned staff, approves leave, schedules personnel, authorizes or assigns overtime and orients staff in regard to functions of the office, travel regulations, and managing trips to regional councils.
Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of social science research methods applied to emergency medical services system programs.
Knowledge of the proper application of advanced statistical and mathematical theories and methods to the sampling, collection, analysis, interpretation and presentation of quantified data and statistics relating to statewide emergency medical services system programs.
Knowledge of the clinical and practitioner aspects of the programs in the various fields of professional and voluntary EMS and health organizations.
Knowledge of the theory, principles, practices and current developments in the field of emergency medical services system programs.
Knowledge of federal and state laws governing emergency medical services system programs.
Knowledge of the functions and resources of federal, state and local agencies in the field of emergency medical services system programs.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Emergency Medical Services Program Specialist;
or
Three years of professional experience planning, developing, evaluating or directing an emergency medical services program, which included one year of experience involving the use of statistical analysis methods and techniques and accreditation/certification of medical command and training facilities or one year of experience involving the research and analysis of training programs for paramedics, first responders, emergency medical technicians and EMS nurses and ensuring the application of medical protocols; and a bachelor's degree in health policy and administration, public or business administration, economics, statistics, emergency medicine, nursing or a related medical field;
or
Four years of professional experience planning, developing, evaluating or directing emergency medical service programs, which included one year of experience involving the use of statistical analysis methods and techniques and accreditation/certification of medical command and training facilities or one year of experience involving the research and analysis of training programs for paramedics, first responders, emergency medical technicians and EMS nurses and ensuring the application of medical protocols; and a associate's degree in health policy and administration, public or business administration, economics, statistics, emergency medicine, nursing or a related medical field;
or
Five years of professional experience planning, developing, evaluating or directing an emergency medical service program, which included one year of experience involving the use of statistical analysis methods and techniques and accreditation/certification of medical command and training facilities or one year of experience involving the research and analysis of training programs for paramedics, first responders, emergency medical technicians and EMS nurses and ensuring the application of medical protocols; and 30 credits in health policy and administration, public or business administration, economics, statistics, emergency medicine, nursing or a related medical field;
