SOCIAL WORKER MANAGER

DEFINITION: This is administrative and professional social work planning and directing the social work program operations at a Commonwealth facility for individuals with mental illness.

An employee in this job plans, organizes and directs a comprehensive social work program through subordinate supervisory staff engaged in providing social work, counseling and case management services to patients at a state mental health facility. Work includes reviewing, interpreting and explaining federal, state, Departmental and facility accreditation and certification standards and requirements, and social work legislation, regulations, policies and procedures for facility and external agency staff. Work involves providing the overall direction for planning, developing, implementing and evaluating the social work program policies, procedures and training programs; monitoring social work program operations; and providing guidance, consultation and direction for social work staff. Work is performed in accordance with applicable rules, regulations, policies and procedures under the general supervision of a professional or administrative supervisor. Work is evaluated based on conferences, reports and results achieved in meeting facility goals and objectives.

EXAMPLES OF WORK: Plans, organizes and directs social work programs through subordinate supervisory staff who are responsible for ensuring social work, counseling and case management services are provided to patients at a state mental health facility.

Interprets federal and state social work legislation and The Joint Commission, Health Care Financing Administration, Health and Human Services, and Medicaid and Medicare certification and accreditation requirements, and Departmental and facility policies and procedures.

Directs the planning, development and implementation of in-service social work training activities for facility staff and community agency staff.

Plans, develops, updates and maintains the facility's social work policies, procedures and programs.

Evaluates staff performance and makes recommendations regarding personnel actions.

Plans, directs and administers the social services programs, including the determination of personnel needs, monitoring production and flow of work, and ensuring compliance with accreditation and certification agency requirements.

Prepares correspondence, compiles reports and maintains records in accordance with established policies and procedures.

Contacts other agencies and interprets the social work program to the community.

Integrates the social services programs with other facility programs and community agency programs.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of professional social work principles, practices and methods.

Knowledge of professional casework principles, practices and methods.

Knowledge of social, economic, health, habilitative and rehabilitative problems, treatment methods and resources.

Knowledge of individual and group behavior.

Knowledge of counseling techniques and interventions used to recognize or improve social, economic, emotional, behavioral and health situations of individuals and families.

Knowledge of federal and state accreditation and certification standards and requirements and rules, regulations, standards and policies that relate to the provision of social work services, programs and benefits.

Knowledge of the principles and practices of supervision.

Knowledge of the principles and methods of program management and administration.

Knowledge of the principles and methods of training.

Knowledge of the principles and methods of program interpretation and community organization.

Knowledge of the requirements of the Health Insurance Portability and Accountability Act (HIPAA) as applied to social work practice.

Ability to analyze and interpret patient case records to ensure compliance with social work program policies and procedures.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Social Worker Supervisor (Must have been employed in a Commonwealth Social Worker job title on September 8, 2008 with continuous Commonwealth employment);

                                                                                                                                                                            or

One year of experience as a Social Worker Supervisor and a master’s degree in social work or social welfare;

                                                                                                                                                                            or

Four years of professional social work experience, including one year in a supervisory capacity; and a master’s degree in social work or social welfare.
