INCOME MAINTENANCE EXAMINER SUPERVISOR

DEFINITION: This is technical work supervising the examination and evaluation of County Assistance Offices' (CAO) implementation of Federal and state income maintenance programs, polices and procedures.

Employees in this class are responsible for supervising the conduct of a systematic evaluation of eligibility determinations and benefit payments. Work involves supervising the evaluation of eligibility determinations as recorded in CAO case records against requirements of Federal and state program evaluation policy and operational procedures. Work may also involve supervising staff evaluating banks' operational procedures related to issuance of food stamps, or reviewing CAOs experiencing operational or programmatic problems. Employees provide supervision and training on new or revised Federal and state policies and procedures, and Federal and state evaluation criteria. Employees prepare reports on results of the examination and evaluation performed, and provide interpretation of these results. Supervision is exercised over a technical and clerical staff. Work is performed with independence in accordance with prescribed procedures and under the general supervision of an examiner manager.

EXAMPLES OF WORK: Supervises staff involved in conducting a systematic evaluation of eligibility determinations and benefit payments as recorded in CAO case records against Federal or state program evaluation policy and operational procedures.

Supervises staff involved in evaluating banks' operational procedures related to the issuance of food stamps to ensure CAO and banks are in compliance with Federal and state regulations.

Supervises staff examining and evaluating CAOs experiencing administrative, operational, or programmatic problems; assists in developing data gathering documents necessary to evaluate CAO performance and coordinates pilot testing or new evaluation techniques; and makes recommendations regarding continued use of evaluation procedures.

Supervises staff in their interviews with clients or collaterals; provides guidance on interview techniques or collateral contact resources.

Ensures results of analysis of eligibility determinations and interviews are coded properly on worksheets and other forms and that results are reported for further analysis and to meet Federal or state requirements.

Reviews memoranda by subordinate staff outlining program evaluation deficiencies or other problems uncovered for CAO or OIM corrective action or information; assists in resolving deficiencies through discussion or written communication with CAO or OIM staff.

Compiles reports to comply with Federal or state reporting requirements, or for OIM management use and information.

Reviews policy and procedural issuances related to financial and related income maintenance programs, and Federal and state program evaluation criteria in order to provide guidance and training to subordinate staff.

Researches policy questions submitted by Examiners and confers with higher level staff for policy clarification.

Assigns cases, ensures equal distribution considering the number and geographical area involved.

Edits case reviews for completeness, correctness and accuracy to assure that Federal and state regulations are met; and to assess possible training needs.

Controls deadlines determined by headquarters for completion of work cycles and their component parts and ensures work is completed on a timely basis.

Prepares reports as required.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee and resolves or recommends resolution to grievance or complaint.

Evaluates employee performance and prepares and signs employee performance evaluation reports.

Approves or disapproves leave requests.

Travels to work locations, i.e., CAOs, collateral contacts; benefit recipient homes, banks, or service provider sites in order to supervise staff in obtaining and verifying information.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of Federal, state and Departmental policies, procedures and regulations governing eligibility determinations in income maintenance programs.

Knowledge of Federal and state policies and procedures governing the operation of examination and program evaluation systems and Federal reporting requirements.

Knowledge of the principles and techniques of conducting interviews and investigations.

Ability to apply the basic principles and techniques of supervision such as assignment, review, instruction, interpretation, and evaluation of the work of subordinates.

Ability to examine and evaluate manual and automated case records and files.

Ability to supervise the analysis of information from various sources and the coding of that information onto statistical worksheets, forms, or into narrative form.

Ability to interpret policy in order to determine eligibility for the various income maintenance programs.

Ability to interpret policies, procedures and regulations.

Ability to travel to and from work locations.

Ability to establish positive working relationships with others.

Ability to communicate effectively orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Income Maintenance Examiner;
