INCOME MAINTENANCE EXAMINER MANAGER

DEFINITION: This is responsible technical work managing the examination and evaluation of County Assistance Offices' (CAO) implementation of federal and state income maintenance programs, policies and procedures.

An employee in this job is responsible for managing, through subordinate supervisory staff, the systematic evaluation of eligibility determinations and benefit payments. Work involves managing the evaluation of eligibility determinations, as recorded in CAO case records, against requirements of federal or state program policy and operational procedures. Work may also involve responsibility for managing the evaluation of CAOs with operational or programmatic problems. Work includes interpreting federal and state income maintenance program policies, procedures and evaluation criteria to ensure consistency in their application. Work also includes coordinating the work of staff and reviewing reports concerning deficiencies or problems and their causes and making recommendations for corrective action. Work is performed with initiative and independent judgment under the general direction of an administrative superior and is reviewed through conferences, reports, and evaluation of results.

EXAMPLES OF WORK: Directs the examination and evaluation of eligibility determinations made at CAOs for adherence to federal or state program evaluation criteria.

Directs the review of CAOs with operational or programmatic problems.

Analyzes federal and state income maintenance program policy, procedures and evaluation criteria to guide the staff and ensure consistency in application.

Researches policy questions and confers with headquarters staff for policy clarification.

Assists in or develops training materials and curriculum for staff training sessions and workshops.

Reviews the work of staff through conferences and reports to ensure accuracy, completeness and adherence to federal and state policies and procedures.

Reviews information outlining program deficiencies uncovered during the evaluation process and assists central office staff in resolving the discrepancies through communication with CAO staff.

Ensures the compilation of reports to comply with federal or state reporting requirements or for Office of Income Maintenance management use.

Directs staff in gathering information and identifying CAO problems which may cause service, operational, administrative, or programmatic disruptions, or payment errors to recommend corrective action.

Ensures through supervisory staff that deadlines for completion of work cycles are met.

Performs the full range of supervisory duties.

May participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of policies, procedures and regulations governing income maintenance programs.

Knowledge of policies and procedures governing the operation of examination and program evaluation systems and reporting requirements.

Knowledge of the principles and techniques of conducting interviews and investigations.

Knowledge of the principles and practices of supervision.

Ability to analyze and interpret policies, procedures and regulations.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: Two years of experience as an Income Maintenance Examiner Supervisor;

                                                                                                                                     or

One year of experience as a Quality Control Operations Specialist;

                                                                                                                                     or

Six years of experience in determining eligibility for income maintenance program services in a County Assistance Office which included one year of supervisory experience;

                                                                                                                                     or

An equivalent combination of experience and training that included one year of supervisory experience involving income maintenance programs.
