COURT LIAISON PROGRAM SUPERVISOR

DEFINITION: This is supervisory professional and administrative work of a consultative and technical assistance nature in the Office of Children, Youth and Families.

An employee in this class plans, organizes and directs the work of Court Liaison Unit staff responsible for providing consultation and technical assistance to ensure that appropriate program or facility placements are made to address the rehabilitation needs of adjudicated delinquent juveniles in an assigned geographical region. Work involves supervising the liaison activity between clients needing rehabilitation services, the court in its adjudication process, and those facilities offering rehabilitation services. Work includes providing or supervising the provision of technical assistance to courts, agencies, and facilities in such areas as policy interpretation and intake, placement and release procedures related to adjudicated juveniles. Supervision is exercised over a staff of professional and clerical personnel. Work is performed under the general supervision of an administration supervisor and is reviewed through conferences and reports.

EXAMPLES OF WORK: Plans, organizes and directs the work of the Court Liaison Unit staff responsible for providing consultation and technical assistance to ensure that the least restrictive and most appropriate program or facility placement delinquent juveniles in an assigned geographical region.

Supervises the development and maintenance of liaison activities between delinquent juveniles, juvenile court judges, probation officers, attorneys, and facilities.

Interprets children and youth regulations, policies, and the Juvenile Court Act.

Assigns cases to subordinate staff, reviews work assigned and placement plans for delinquent juveniles, and supervises or assists in the development or presentation of placement plans to court officials.

Reviews cases, narratives and special reports from subordinate staff for uniformity in interpretation and application of policies and procedures related to the Court Liaison Program.

Visits community-based private and state facilities for the purpose of becoming familiar with programs and exploring new resources and services, and assists agencies in interpreting law and policies as related to intake and discharge procedures.

Consults in or actively participates in controlling intake for secure units in an assigned area.

Plans and organizes work, determines work priority, sets goals, reviews work performance, and evaluates employee work performance.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends resolution to grievances or complaint.

Approves leave, schedules personnel, and authorizes or assigns overtime.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the regulations, departmental standards, Juvenile Court Act, and policies governing administration of the Children, Youth and Families Court Liaison Program.

Knowledge of the principles and practices of administration applied to planning, organizing, directing, interpreting, and making recommendations related to children and youth program services, goals, and objectives.

Knowledge of the basic principles and methods of supervision.

Knowledge of individual and group behavior, with special emphasis on the rehabilitation and special needs of delinquent juveniles.

Knowledge current social, economic, and health problems and resources, with special emphasis on factors related to delinquent juveniles.

Knowledge of casework principles and methods.

Ability to exercise judgment and initiative in dealing with department and facility staff, officials of the court, attorneys, probation officers, and juveniles.

Ability to establish and maintain effective working relationships with department and facility staff, officials of the court, attorneys, probation officers, and juveniles.

Ability to supervise the work of Court Liaison Unit staff.

Ability to express ideas effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Court Liaison Program Specialist.

Four years of experience working with juveniles, including two years of counseling experience in the rehabilitation of delinquent juveniles; and a bachelor's degree.

Any equivalent combination of experience and training.
