AREA GUARDIAN OFFICE MANAGER
DEFINITION:
This is supervisory work in managing the operation of guardian offices of state hospitals and state centers in the Department of Human Services.
An employee in this job oversees facility guardian offices, located in a geographic area of the Commonwealth, which provide financial planning and management of funds of individuals living at state hospitals and state centers. Work includes directing, developing, and implementing policies and procedures; reviewing and evaluating program effectiveness; and overseeing financial planning activities and the management of individuals’ funds at the assigned facilities. Employees interpret regulations governing fiscal accountability for Facility Guardian Officers and train and assist them in resolving problems such as settling estates, fund distribution, protection of individuals’ rights, and obtaining facility cooperation. Supervision is exercised over Facility Guardian Officers in the assigned area. Work is performed with a high degree of initiative and independence and is reviewed by an administrative supervisor through conferences and reports.
EXAMPLES OF WORK:
Supervises Facility Guardian Officers involved in financial planning and management of funds for individuals at assigned facilities.
Oversees the implementation of court-initiated guardianship policies and procedures such as wills, property sales, assessments, deeds, and other court actions.
Identifies guardian office operational problems and initiates and oversees implementation of corrective action plans.
Develops operational contingency plans to provide guardianship services to individuals in the event of staff vacancies.
Audits the accounting for individuals' valuables and conducts physical inventories to ensure proper safeguards are in place to secure individuals’ valuables.
Trains new Facility Guardian Officers on casework and program skills, operational and administrative procedures, financial planning techniques, and court-initiated guardianship actions.
Provides technical assistance on guardianship issues to facility staff and other involved parties.
Audits Guardian Office records to ensure accuracy and regulatory compliance.
Reviews and responds to program or outside audit findings and corrective action plans.
Provides assistance to Guardian Officers in investment planning of individuals’ assets and in meetings with bank officials.
Performs the full range of supervisory duties.
An employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:
Knowledge of the principles, practices, and methods of fiscal planning.
Knowledge of accounting principles and methods.
Ability to analyze and interpret policies, procedures, and regulations.
Ability to analyze and interpret financial reports and statements.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
MINIMUM EXPERIENCE AND TRAINING:
One year as a Facility Guardian Officer;
or
Two years of professional financial planning or accounting experience;
or
An equivalent combination of experience and training.
