JOB TITLE: STATEWIDE HOUSING ADMINISTRATOR, DHS

JOB CODE: 40319

DEFINITION: This is professional and administrative work directing activities and developing policy on affordable and accessible housing for vulnerable populations for the Department of Human Services (DHS).

The employee in this job plans, directs, and coordinates statewide activities directed at expanding the availability of housing for vulnerable populations. Work involves directing statewide initiatives through the coordination of project activities with the Pennsylvania Housing and Finance Agency, the Department of Community and Economic Development, federal and private agencies, the public, housing developers, and service providers in the development of housing strategies to promote affordable and accessible housing, and formulating policies and standards under which the housing programs are to operate. The employee exercises coordinative supervision over program office housing coordinators that assist state and local agencies who work with transitioning individuals to identify local housing resources and who build system capacity to support housing needs for vulnerable populations. Work is performed under the general direction of an administrative supervisor and is reviewed through conferences and evaluation of results.

• Directs the expansion and development of housing policies for vulnerable populations including people with disabilities, long-term illnesses, homeless populations, aging populations, and victims of crime to live more meaningful lives and participate in their communities.

• Prepares and presents reports and justification to executive management on housing recommendations and on progress related to statewide housing strategy.

• Convenes meetings and focus groups with key stakeholders and experts to explore and examine feasibility regarding innovative strategies in determining housing options for vulnerable populations.

• Develops recommendations to changes in housing policies, procedures, and eligibility criteria to maximize resources and eligible individuals served.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs the full range of supervisory duties.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of regulations impacting housing and community redevelopment.

• Knowledge of the principles, practices, and methods of program planning and policy development.

• Ability to analyze and interpret laws, policies, procedures, and regulations.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills and Abilities):

• Four years of professional experience in city or regional planning, housing or redevelopment, and a bachelor’s degree in community development, urban affairs, city or regional planning, public administration or a closely related field;

or

• An equivalent combination of experience and training.
