JOB CODE: 41105

DEFINITION: This is highly responsible administrative and managerial work directing the Bureau of Quality Assurance in the Department of Aging.

The employee in this job manages and directs the development and implementation of policies and procedures for quality assessment and evaluation of programs in the Aging network; data collection, analysis, and support activities; and the licensure of older adult daily living centers and adult respite programs. Work involves directing the quality assessment and monitoring of Area Agencies on Aging (AAAs); directing the collection, analysis and reporting of Aging network program data; directing the operation of the statewide inspection and licensure system for older adult daily living centers and adult respite programs; and providing policy guidance to the AAAs. Work also involves serving as advisor to the Secretary of Aging, the Deputy Secretary of Aging and other high-level agency decision-makers on developing priorities and policies to increase and improve program effectiveness; analyzing the impact of legislative initiatives and regulatory, budget and program changes; and maintaining extensive contact with various department program managers and federal, state and local program officials to address and correct problems and to provide information on the impact of proposed program changes. Supervision is exercised over professional and clerical staff. Work is performed with a high degree of initiative and independence under the general direction of the Deputy Secretary of Aging and is reviewed through reports and conferences for achievement of program goals and objectives.

• Directs the development and implementation of policies, procedures, and directives related to quality assurance and licensing of Aging programs and services.

• Manages the provision of consultative services and technical assistance to Department staff and the Aging network on regulatory, policy and procedural directives.

• Manages the monitoring and assessment reviews of the Aging network to ensure compliance with state and federal regulations, department policies and directives, and the delivery of quality programs for older adults.

• Directs the collection, analysis, and reporting of Aging network program and consumer data to evaluate service delivery, measure quality process improvements and initiatives, and meet federal reporting requirements.

• Assesses the need for changes in policies and procedures related to the collection, integrity, and use of data and information.

• Directs, through subordinate staff, the development of standards to ensure quality in services provided by older adult daily living centers and adult respite programs.

• Directs the analysis and evaluation of existing and proposed federal and state legislation to determine the impact on aging programs.

• Provides input into strategic direction and policy development for all aging program functions based on data analysis, information management, and results of quality assurance and monitoring reviews.

• Represents the Department at meetings and conferences to explain and promote aging services and provide data on consumer demographics and aging program service delivery.

• Oversees the development and provision of statewide training on the use of the Social Assistance Management System (SAMS) for reviewing and reporting analytical data.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Knowledge of methods and techniques used in conducting data collection, analysis and reporting.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of functions, programs, resources and requirements related to Aging programs and services.

• Knowledge of the functions and capabilities of SAMS.

• Knowledge of state and federal laws and regulations related to Aging programs.

• Ability to integrate statewide quality management/quality assurance; data collection, analysis and reporting; and licensure programs with the overall mission of the Department.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Seven years of professional human services program experience including four years of experience in planning and coordinating the development and implementation of human services programs and policies that included two years of supervisory experience, and a bachelor’s degree;


• An equivalent combination of experience and training, which includes two years of supervisory experience.
