JOB TITLE: DIRECTOR, ALZHEIMER’S, DEMENTIA, AND RELATED DISORDERS OFFICE, PDA

JOB CODE: 41106

DEFINITION: This is highly responsible administrative and managerial work directing the Alzheimer’s, Dementia, and Related Disorders (ADRD) Office in the Pennsylvania Department of Aging (PDA).

The employee in this job directs the development and implementation of policies and procedures for Alzheimer’s, dementia, and related disorders programs and services in the PDA network. Work involves providing strategic direction to the ADRD Advisory Committee; establishing and directing program priorities, contractual agreements, program staffing needs, and communication with stakeholders and partners; reviewing and updating the State Plan; identifying and managing grants to assist in the funding of the office, programs, and services; compiling annual reports; and making decisions that impact department and program budgets. Work includes evaluating existing Alzheimer’s and dementia programs and services, identifying service gaps, and addressing current and projected services needs and issues. Supervision is exercised over professional staff. Work is performed independently and is reviewed by the Secretary of Aging through meetings and reports for attainment of goals and objectives.

• Plans, organizes, and directs the operations of the ADRD Office.

• Provides strategic direction and support to the ADRD Advisory Committee.

• Develops, implements, and maintains policies, procedures, protocols, and methods for ADRD programs and services.

• Interprets state and federal regulations and drafts written analyses on pending legislation and potential impact on the program services.

• Collaborates with the ADRD Advisory Committee in developing, reviewing, and updating the State Plan on changes in trends, scientific and research advancements, gaps in service, and other emerging issues related to ADRD services.

• Establishes and maintains relationships with other Commonwealth agencies and organizations to foster public and private collaboration to meet the needs of affected population, prevent duplication of services, identify service gaps, and improve health outcomes.

• Compiles reports on population data and statistic updates, funding through grant applications, and State Plan implementation status.

• Identifies and manages grants to assist with funding of the office, State Plan implementation, and other programs and services.

• Identifies and provides training, technical assistance, and direction to ADRD Office staff.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of available services pertaining to Alzheimer’s, dementia, and related disorders.

• Knowledge of the principles and practices of human services program planning and delivery.

• Knowledge of laws and regulations governing aging programs.

• Knowledge of the range and types of services available to older adults.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret legislation, regulations, and policies.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional human services experience that includes three years of experience planning and coordinating the development and implementation of aging services programs or policies and two years of supervisory experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes three years of experience planning and coordinating the development and implementation of aging services programs or policies, and two years of professional human services supervisory experience.
