DIRECTOR, BUREAU OF CERTIFICATION SERVICES, OCDEL

DEFINITION: This is professional and administrative work directing and developing policies for a statewide child care certification and registration system for the Department of Public Welfare.

The employee in this job is responsible for planning, directing, developing, and coordinating a statewide certification and registration regulation program for child care facilities to ensure and improve compliance with state and federal regulations. Work includes developing policies for the certification and registration for child care providers. The employee implements staff training programs through the regional offices and Headquarters and evaluates the effectiveness of certification and registration processes and decisions made affecting child care providers. Work involves the development of allocation plans for federal and state funding for certification and registration services to ensure the efficiency of certification and regulatory inspections, recommendations, and decisions throughout the regional offices. Extensive contact is maintained with Departmental program administrators and representatives of federal, state, and private agencies and organizations. Supervision is exercised over a professional and technical staff. Work is performed with initiative and independent judgment under the general direction of the Deputy Secretary for Child Development and Early Learning who reviews work through conferences, reports, and program effectiveness.

EXAMPLES OF WORK: Plans, directs, and coordinates a statewide child care certification and registration program that includes child care centers, group homes, and family homes.

Directs and guides policy development for the certification and registration of child care providers.

Directs the review, revision, and development of certification and registration regulations governing the operation of child care centers, group child care homes and family child care homes.

Directs a Departmental regulatory compliance system for child care providers.

Determines full or provisional certification, denial, non-renewal, or revocation for child care providers regulated by the Department.

Manages the development of allocation plans to ensure efficient use of federal and state funding for the certification and registration of child care facilities.

Confers with governmental officials, public and private group representatives, and other entities on the planning, administration, regulation, interpretation, and implementation of child care certification and registration activities.

Determines new program needs for the delivery of child care services.

Recommends the development of legislation, regulations, and procedures to improve the compliance of regulated child care providers.

Directs the provision of technical assistance to regulated child care providers to improve compliance and child care program effectiveness.

Directs the development of appropriate contract provisions to ensure program contracts satisfy state and federal mandates.

Develops monitoring procedures to ensure compliance with contract terms and grant regulations.

Responds to provider, legislative, and consumer inquiries and reports on the certification and registration system for child care programs and services.

Plans certification and registration functions to comply with applicable state and federal legislation governing the certification of regulated child care facilities.

Directs the conduct of orientation sessions on certification policies for new and existing regulated child care providers and other groups.

Directs the coordination of child care certification requirements with other state, federal, and local departments and other entities.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, dynamics, and structure of community organizations and public and private agencies.

Knowledge of the principles and practices of policy and program planning, development, and implementation.

Knowledge of the psychological, physiological, and cultural aspects of human services programs.

Knowledge of the principles and practices pertaining to human services programs.

Knowledge of the resources available to foster the establishment of human services programs.

Knowledge of the principles and practices of employee supervision.

Ability to read, analyze, and interpret policies, procedures, and regulations.

MINIMUM EXPERIENCE AND TRAINING: Six years of professional experience in the development, implementation, and evaluation of a human services or social services program, including three years in a supervisory capacity and a bachelor’s degree;
