JOB TITLE: DEVELOPMENTAL DISABILITIES PROGRAM REPRESENTATIVE

JOB CODE: 41640

DEFINITION: This is professional and consultative work in the field of developmental disabilities for the Developmental Disabilities Planning Council.

An employee in this job is responsible for developing and monitoring programs that provide services and supports to people with developmental disabilities. Work involves researching issues and trends in developmental disabilities to develop policy and program recommendations for the council; managing grant projects and conducting program monitoring to ensure adherence to council policies and contract terms; and providing technical assistance to contracted providers to improve the quality and effectiveness of program operations. Work also includes developing and providing training on council activities, policies, and procedures; functioning as a liaison between contracted providers and council committee members; and preparing a variety of reports on council programs and activities for the federal government, state agencies, and council committees. Work is performed with a high degree of independence under the general direction of an administrative supervisor and is reviewed for conformance to overall council policies and objectives through reports and conferences.

• Develops proposals for programs and activities funded by the council to provide services and supports to people with developmental disabilities and their families.

• Manages statewide grant projects, develops related policies, and provides technical assistance to grantees on program and budget issues.

• Develops and implements program monitoring, and conducts monitoring visits, to evaluate quality of services provided and to ensure adherence to contract terms and attainment of goals and objectives.

• Researches and analyzes program data, issues, and trends to develop recommendations for program improvements and to inform the development of the state plan.

• Functions as a liaison between the council, its committees and work groups, grantees, state and federal agencies, advocacy groups, and the public to resolve problems related to the council's activities.

• Participates in the development of the council's five year state plan, annual plan, and other reports for the state and federal government and the public.

• Provides training, consultation, and technical assistance to council members, prospective bidders and contractors, and interested groups and individuals on council policies and activities.

• Represents the council on national, state, and local groups responsible for planning and developing policies and programs affecting people with developmental disabilities.

• Assists the council and its committees and work groups in the development of policies and operational procedures.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the social, economic, and health problems of individuals with developmental disabilities.

• Knowledge of regulations and policies governing programs for individuals with developmental disabilities.

• Knowledge of the functions and resources of organizations and programs for individuals with developmental disabilities.

• Knowledge of the principles and practices of policy and program planning, development, and evaluation.

• Ability to analyze and interpret regulations, policies, and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Three years of professional experience developing, implementing, or evaluating a human services program that includes one year of experience in the development or implementation of programs serving the needs of individuals with developmental disabilities, and a bachelor’s degree;

                                                                                                                                                              or

• An equivalent combination of experience and training that includes one year of professional experience in the development or implementation of programs serving the needs of individuals with developmental disabilities.
