SERIES NATURE OF WORK: The Human Services Program Representative job series describes work of a consultative and regulatory nature in the field of human services in the Department of Human Services (DHS).

DEFINITION: This is professional work providing consultative assistance and determining regulatory compliance of state regulated human service operations.

An employee in this job performs programmatic and fiscal monitoring of state regulated human service programs, providers, and facilities within a defined geographical region under the regulatory jurisdiction of DHS. Work includes monitoring and evaluating human service providers’ implementation of DHS policy; determining regulatory compliance of their program administration and services with state and/or federal standards, legal requirements, and departmental rules and regulations; and ensuring implementation of program improvements and recommending best practices to improve the quality of services being provided. Work includes the review and evaluation of human service providers’ fiscal, administrative, and programmatic operations and activities through on-site visits and the review and analysis of provider documentation of their services and supports provided to individuals and their families. An employee in this job investigates complaints and incident reports, which may include deaths, and prepares reports of investigative findings; submits written reports to human service providers detailing areas of regulatory non-compliance in the provision of human services; and makes recommendations to providers to correct areas of regulatory non-compliance. Work involves negotiating with providers on implementing corrective action plans and providing regulatory interpretation to providers on a wide range of administrative, fiscal, and programmatic matters. Work is performed under the general direction of a Human Services Program Representative 2 or other administrative supervisor and is reviewed for conformance to overall departmental policies and program objectives through reports and conferences.

Interprets human service regulations, standards, policies, procedures, and programs.

Provides consultation to human service providers regarding policy interpretation, management practices, planning, information technology system changes, fiscal administration, and investigations.

Advises human service providers of best practices in order to improve the quality of services provided to individuals.

Consults with human service providers to ensure regulatory compliance with program and fiscal administration, staff development, provision of services, and implementation of new program initiatives.

Reviews county, state, and private providers to assess the needs of individuals receiving their services, the development of comprehensive plans of care, and the availability of services and supports.

Examines and evaluates records, reports, and administrative policies and practices of providers.

Monitors and evaluates the use of funding appropriated to state regulated human service programs, providers, and facilities.

Conducts on site reviews of human service providers to determine if state and/or federal standards are met.

Responds to complaints, suspected abuse, and incidents which occurred while human services and treatment were provided.

Coordinates complaints and abuse investigations with appropriate authorities and prepares reports of findings and recommendations.

Provides testimony at litigation proceedings and court hearings or criminal court trials involving substantiated complaints, abuse, or neglect cases.

Reviews, evaluates, and approves reports and data from human service agencies, including income and expenditures and annual program plans and budget requests.

Provides training to human service provider staff and service providers on new or revised administrative, fiscal, and programmatic procedures and policies impacting human service operations.

Interviews human service providers, individuals receiving program services, and individuals’ family members to ensure receipt and appropriateness of funded services identified in individual plans of care.

Reviews and negotiates annual program plans, budget requests, and new program initiatives with human service officials.

Participates in policy development and program evaluation studies of human service programs.

Participates in the development and implementation of data systems for the purposes of human service program accountability and oversight.

Participates in the Request for Proposal (RFP) process for the procurement of and establishment of agreements for human services.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the goals, objectives, principles, and practices of human service administration and program operations.

* Ability to collect, tabulate, analyze, and interpret data.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

* Three years of professional experience developing, implementing, or evaluating a human service program, and a bachelor’s degree;

or

* An equivalent combination of experience and training.
