JOB TITLE: YOUTH DEVELOPMENT COUNSELOR MANAGER

DEFINITION: This is administrative and managerial professional counseling work directing a rehabilitation and social development program for court adjudicated youth at a state operated facility. An employee in this job plans, organizes, and directs the 24-hour residential care and treatment program for court adjudicated and often aggressive youth in two or more residential units at a state operated facility. Work involves directing the development and implementation of case management plans for court adjudicated youth in accordance with the guidelines of the facility's Master Case Planning System. Work includes supervising Youth Development Counselor Supervisors responsible for coordinating and implementing integrated care and treatment and service programs for the rehabilitation of court adjudicated youth within single residential units. Work is performed under the general direction of an administrative supervisor and is reviewed through observation, conferences, and reports. • Plans, organizes, and directs residential care, treatment, social development, and rehabilitation programs for court adjudicated youth at a state operated facility.
• Directs the development and implementation of the individual case management plan for each assigned court adjudicated youth.
• Directs individual, group, and family counseling; constructive discipline; security; instruction; recreation; and residential care.
• Provides oversight of the delivery of quality service to treat and rehabilitate each assigned court adjudicated youth.
• Administers disciplinary measures in complex situations and follows up on all disciplinary problems and investigations.
• Participates in program planning, coordination, implementation, and policy determination for the total facility.
• Conducts investigations into alleged abuse and reports of employee misconduct and initiates corrective action.
• Provides intensive counseling in specialized or complex cases to troublesome or socially maladjusted court adjudicated youth.
• Participates in planning, coordinating, and directing the facility operations including treatment, recreation, housekeeping, business, and administrative activities.
• Reviews clinical and incident reports, and periodic or special evaluations on court adjudicated youth who may also be socially maladjusted or medically ill, to determine assignment or treatment program changes.
• Discusses progress in meeting treatment goals for improved social and behavioral adjustment and release and aftercare plans with facility staff, court officials, probation officers, school administrators, families, community placement social service agencies, and other interested parties.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the physical and emotional needs and problems of court adjudicated and socially maladjusted, physically ill, or aggressive individuals.
• Knowledge of individual and group behavior dynamics and group life of court adjudicated and socially maladjusted, physically ill, or aggressive individuals.
• Knowledge of the work, recreation, and education needs of court adjudicated and socially maladjusted, physically ill, or aggressive individuals.
• Knowledge of counseling methods and techniques.
• Knowledge of the principles and methods of instructing and guiding court adjudicated and socially maladjusted, physically ill, or aggressive individuals.
• Knowledge of housekeeping principles and methods used to maintain a safe and healthy environment.
• Knowledge of health, safety, and first-aid practices.
• Knowledge of behavioral problems of court adjudicated individuals and appropriate corrective action.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Knowledge of the principles and practices of employee supervision.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience as a Youth Development Counselor Supervisor (Commonwealth title);
or
• Two years of professional counseling experience with court adjudicated or socially maladjusted individuals in an organized program, one of which was supervisory, and a bachelor’s degree in the behavioral sciences, special education, juvenile justice, or criminal justice;
or
• An equivalent combination of experience and training that includes two years of professional counseling experience, one of which was supervisory, with court adjudicated or socially maladjusted individuals in an organized program
