YOUTH DEVELOPMENT COUNSELOR MANAGER

DEFINITION: This is administrative and managerial professional counseling work directing a rehabilitation and social development program for court committed, delinquent youth in a state operated facility.

An employee in this job plans, organizes, and directs the 24 hour residential care and treatment program for delinquent and in some cases emotionally disturbed, physically ill or aggressive youth in two or more residential units at a state operated facility. Work involves directing the development and implementation of the case management plan for delinquent youth in accordance with the guidelines of the facility's Master Case Planning System. Work includes directing subordinate Youth Development Counselor Supervisors responsible for coordinating and implementing integrated care and treatment and services programs for the rehabilitation of delinquent youth within single residential units. Work is performed under the general direction of an administrative supervisor and is reviewed through observation, conferences and reports.

EXAMPLES OF WORK: Plans, organizes and directs residential care, treatment, social development and rehabilitation programs for delinquent youth in a state operated facility.

Directs the development and implementation of the individual case management plan for each assigned delinquent youth.

Directs the provision of individual, group and family counseling, constructive discipline, security, instruction, recreation, and residential care.

Assures the delivery of quality service to treat and rehabilitate each assigned delinquent youth.

Administers disciplinary measures in complex situations and follows up on all other disciplinary problems and investigations.

Assists management in program planning, coordination, implementation and policy determination for the total facility.

Conducts investigations into alleged abuse and reports of other employee misconducts and initiates corrective action, as appropriate.

Provides intensive counseling in specialized or complex cases to troublesome or emotionally disturbed delinquent youth.

Participates in planning, coordinating and directing the facility operations including treatment, recreation, housekeeping, business, and administrative activities.

Reviews clinical and incident reports and periodic or special evaluations on delinquent youth who may also be seriously emotionally disturbed or medically ill, to determine assignment or treatment program changes.

Discusses progress in meeting treatment goals for improved social and behavioral adjustment and release and aftercare plans with facility staff, court officials, probation officers, school administrators, families, community placement social service agencies and other interested parties, when appropriate.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the physical and emotional needs and problems of adjudicated delinquent youth.

Knowledge of individual and group behavior dynamics and group life of delinquent youth.

Knowledge of rehabilitative treatment programs such as recreation, social development, behavior modification, education, and therapeutic activities.

Knowledge of the principles and methods of case management.

Knowledge of the juvenile court justice system.

Knowledge of the principles and methods of managing and directing program planning, coordination, implementation and evaluation of rehabilitative services for delinquent youth.

Knowledge of health, safety, and first-aid practices.

Knowledge of the principles and practices of effective supervision.

Knowledge of behavioral problems of delinquent youth and appropriate corrective action.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Youth Development Counselor Supervisor;

                                                                                                                                                                                 or

Two years of professional counseling experience with delinquent, pre- delinquent or socially maladjusted youth in an organized program, which included one year in a supervisory or consultative capacity, and a bachelor’s degree in the behavioral sciences, special education, juvenile delinquency or criminal justice;

                                                                                                                                                                                 or

An equivalent combination of experience and training including two years of professional counseling experience with delinquent, pre-delinquent, or socially maladjusted youth in an organized program, which included one year in a supervisory or consultative capacity.
