INCOME MAINTENANCE ADMINISTRATOR 1

DEFINITION:  This is professional and administrative work managing income maintenance program services in a County Assistance Office(CAO) or District Office.

An employee in this class manages the eligibility determination/re-determination activity for a full range of income maintenance programs in a district office; or serves as a subordinate manager in a CAO. Work involves communicating income maintenance policies, procedures, and Federal requirements to CAO staff. Work involves educating community agencies and organizations on the available income maintenance program services and liaison functions with County Boards of Assistance and other local officials. Work is performed in accordance with Departmental rules and regulations under the general direction of a higher-level Income Maintenance Administrator and is reviewed through conferences, reports and evaluation of program effectiveness.

EXAMPLES OF WORK: Plans and directs, through subordinate Income Maintenance Casework Supervisors, income maintenance program services, case management and job placement programs in a CAO or a District Office.

Serves as the CAO spokesperson at County Board of Assistance meetings.

Communicates income maintenance policies and procedures.

Reviews and analyzes audit, quality control and other reports.

Recommends changes to income maintenance policies and procedures.

Establishes methodologies to evaluate operational requirements.

Plans and develops referral and liaison services with local human service agencies and employers.

Develops procedures in conjunction with local Domestic Relations Offices to establish paternity and maximize child support collections.

Reviews and analyzes a sample of client case records and social services referrals for completeness, accuracy, timeliness, and appropriateness.

Directs or provides staff development and mandated training program services.

Interprets income maintenance program policies and regulations for community, employers and service provider agencies.

Ensures clients receive the appropriate benefits and services for which they are eligible and/or qualified.

Participates in meet and discuss labor relations meetings with union representatives.

Reviews quality control data, audits, and other reports to determine the error rate for each program area and initiates necessary corrective action.

Serves as a member of the local management committee to ensure employment and training services are available to agency clients.

Attends and conducts meetings and conferences.

Assists in the preparation of CAO operating budget.

Prepares correspondence, compiles reports and maintains records.

Performs the full range of supervisory responsibilities.

Employees in this class may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the policies, rules and regulations pertaining to income maintenance programs.

Knowledge of the operation of a CAO.

Knowledge of current social, economic, employment and health problems and available resources to meet those needs.

Knowledge of the basic principles and techniques of supervision and in- service training.

Knowledge of individual and group behavior.

Knowledge of methods used to work effectively with adults and children who have social, economic, emotional, or health problems.

Knowledge of local human services programs, employment opportunities, and the structure of community social service agencies.

Ability to plan, organize and direct the work of others.

Ability to determine clients' eligibility for the various income maintenance program services.

Ability to direct the development of individual plans for self-sufficiency; the assessment of clients' job qualifications and matching clients with appropriate and available job placement opportunities.

Ability to evaluate efficiency and effectiveness of income maintenance program operations and administrative support services.

Ability to recommend and implement changes in income maintenance program operations and administrative support services.

Ability to interpret and instruct others in the application of policy, procedures and regulations.

Ability to evaluate work of subordinates.

Ability to provide technical assistance and guidance.

Ability to learn and utilize computer systems and reports.

Ability to establish and maintain effective working relationships with clients, other CAO staff, outside agencies and organizations, and the general public.

Ability to communicate effectively, both orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as an Income Maintenance Casework Supervisor, Income Maintenance Staff Development Specialist or Income Maintenance Program Specialist;

                                                                                                                                   or

Four years of professional experience in public or private human services work, including two years in an income maintenance program, one year of which was in a supervisory or consultative capacity; and a bachelor's degree;

                                                                                                                                   or

An equivalent combination of experience and training, which includes two years in an income maintenance program, one year of which was in a supervisory or consultative capacity.
