OIM AUTOMATION PLANNING AND SUPPORT CHIEF
DEFINITION: This is responsible administrative and professional work managing complex statewide information systems which support Office of Income Maintenance (OIM) programs.
The employee in this class is responsible for planning, organizing, and directing the development, implementation, and maintenance of automated systems and related procedures and forms for federally and state funded public assistance programs. Work involves planning, scheduling, and approving the conversion of OIM program policy and operating procedures into automated system requirements; coordinating EDP systems applications activities with OIM managers and Bureau of Information Systems managers; and directing the provision of technical assistance to program office staff in the use of EDP resources. Work includes managing the development of Advance Planning Documents (ADPs) and short and long range OIM automation plans to include hardware and software needs, and directing and participating in presentations to, and consultation with, federal, state, and other officials regarding automated project plans, issues, and funding. Work also includes the analysis and interpretation of federal regulations, and the promulgation of state policy and regulation through the regulatory process, for the federally required Income Eligibility Verification System ((IEVS) program. The employee is responsible for managing the Client Information System (CIS) Problem Reporting (CPR) Hotline activities, the consulting service contract, and the Data Processing Service Request System. Supervision is exercised over supervisory, professional, and clerical staff. Work is performed independently under the general direction of the Director of the Bureau of Program Support who reviews work through conferences and evaluation of reports and results achieved in meeting program objectives.
EXAMPLES OF WORK: Plans, organizes, directs, and controls the development and maintenance of all automated information comprising the Client Information System to meet federal requirements.
Directs the interpretation of federal regulations pertaining to the IEVS program and the development of the required regulatory packages to promulgate state policy and regulations, including Income Maintenance Bulletins to field staff to transmit the policy changes.
Directs the analysis of OIM program policy, regulation, and/or operating procedures and the development of user requirements for automated systems projects.
Directs the development and maintenance of the statewide Enhanced Electronic Benefits Transfer (EEBT) system which incorporates the Electronic Funds Transfer system in Philadelphia and the Electronic Benefits Transfer delivery system in Berks county.
Directs the development and integration of the Medical Eligibility Determination Automation in the Client Information System.
Plans and manages automated systems testing, pilot implementation, statewide implementation, and post implementation problem analyses and correction processes.
Performs liaison duties with the Department's Bureau of Information Systems to coordinate the development of user requirements, to negotiate resource requirements, priorities, and time frames and to facilitate the implementation of systems.
Develops specifications to convert program policies and operating procedures into automated systems.
Directs the formulation of instructional manuals and the coordination with training staff in the delivery of program office staff training in the operation and usage of OIM systems applications.
Plans and directs the development of written procedures, OIM bulletins and memoranda to CAO staff relating to new systems and/or changes in current systems.
Directs the assessment, development, and maintenance of APDs which are the sole means through which federal funds are obtained for major OIM automation efforts.
Plans and directs the needs analysis for computer systems software and hardware and the resultant development of short and long range automation plans for OIM, including microcomputer based applications and office automation functions.
Directs the System Site Administration, which includes the maintenance, installation, repair, and training for all local site hardware.
Directs the planning and management of the statewide Client Information System Hotline activities, including maintenance functions on the production system and reporting responsibilities.
Directs the maintenance of auxiliary systems, such as BENDEX, Buy-In, State Data Exchange, Emergency Fund Advancement Account, and Monthly Reporting.
Represents OIM as a member of various committees for information system research, design, and utilization.
Maintains liaison and coordination with federal officials, including the Family Support Administration, the Health Care financing Administration, and the Food and Nutrition Service, interdepartmental and intradepartmental staff, Union staff, and other officials regarding automated project plans, issues, and funding.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles, practices, methods, and current developments in the field of Management Information Systems.
Knowledge of the management principles and practices and administrative control techniques required to design an EDP system.
Knowledge of OIM benefit programs, applicable federal and state legislation regulations, and requirements impacting on public assistance programs.
Knowledge of the federal and state regulatory promulgation processes.
Knowledge of the principles of supervision and administration.
Ability to develop and maintain complex automated procedures based on OIM program requirements and federal and sate mandates.
Ability to plan, coordinate, and prioritize work and to direct the work force to achieve established goals and objectives.
Ability to relate management objectives to automated information systems.
Ability to analyze operations and organize their component parts into logical systems.
Ability to establish and maintain effective working relationships with Departmental personnel, associates, public and private agency management officials, and representatives of federal and state governments.
Ability to express ideas clearly and concisely, orally and in writing, and to speak effectively in public.
MINIMUM EXPERIENCE AND TRAINING: Four years of responsible experience in planning and coordinating the development and adaption of programs to electronic data processing, which includes two years experience working with OIM programs and two years experience in a supervisory, consultative or administrative capacity and a bachelor's degree;
