JOB TITLE: FINANCIAL MANAGEMENT AND ADMINISTRATION DIRECTOR, OMHSAS

DEFINITION: This is highly responsible managerial work directing financial and administrative programs in the Department of Human Services, Office of Mental Health and Substance Abuse Services (OMHSAS).

The employee in this job plans, coordinates, and directs financial management and administrative programs to support the integrated statewide public mental health service delivery system. Work involves overseeing all financial and administrative support activities within the OMHSAS; developing and directing the OMHSAS budget and allocation process for statewide mental health and substance use disorder programs and services; developing policies and procedures related to behavioral health managed care plan agreements and rate capitations; and developing and negotiating contracts with county offices and the Medicaid fee-for-service (FFS) payment program. Work includes developing and implementing internal control processes; establishing, administering, and maintaining effective auditing programs; directing procurement processes for provider services; and initiating strategies to optimize funding resources and improve operational efficiency. Work also includes providing direction to OMHSAS chief executive officers, bureau directors, and human resources staff on operational, budgetary, and personnel actions. Supervision is exercised over professional, technical, and clerical staff. Work is performed under general direction from the Deputy Secretary, OMHSAS, and is reviewed through conferences and reports for overall effectiveness and achievement of goals and objectives.

• Supervises subordinate managers responsible for overseeing the development of capitation rates, based on the application of generally accepted actuarial methods and federal guidelines.

• Directs the development and management of the OMHSAS budget and allocation process consistent with program needs, resources, and available alternative funding.

• Directs the development and implementation of policies, procedures, and processes related to community mental health funding for non-Medical Assistance services, six state mental hospitals, and one restoration center.

• Directs the development and implementation of policies, procedures, and processes related to both Medical Assistance programs; the Behavioral Health Managed Care program; and the Fee-for-Service program.

• Directs the allocation and monitoring of all grant funding for mental health services.

• Oversees the adjustment of payments to managed care organizations based on new or revised federal and state requirements.

• Develops and implements internal control systems to ensure regulatory compliance and reliability in financial reporting.

• Directs auditing activities of financial, administrative, or operational systems that are conducted by the Auditor General, Office of Inspector General, or external auditing agencies.

• Directs or participates in the review of audit reports relative to county or provider payment systems and programs. Plans, directs, and coordinates post-audit follow-up of contractor or provider adjustments.

• Directs functions for the acquisition of computer equipment, telecommunications, fixed asset inventory, travel, and out-of-state training approvals for all areas of the OMHSAS.

• Monitors, tracks, and directs responsive actions to address deficiencies that auditors identify.

• Coordinates administrative processes to ensure personnel needs are met for the bureau.

• Reviews and analyzes proposed legislation for impact on funding and program operations.

• Develops strategic planning initiatives for integrative hospital and community operations.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional accounting and financial management experience in a managed health care setting, including two years of supervisory experience, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes two years of professional supervisory experience in a managed health care setting.
