JOB TITLE: STATE HOSPITAL SUPPORT OPERATIONS MANAGER

DEFINITION: This is responsible administrative work directing the technical oversight of operational and clinical activities for state mental health facilities operated by the Office of Mental Health and Substance Abuse Services (OMHSAS).

The employee in this job coordinates and directs the technical review and evaluation of administrative, operational, and clinical activities for state mental health facilities. Work involves providing consultation to facility directors and managers and developing policies, regulations, and standards that govern administrative and operational programs. Work includes overseeing the review and analysis of administrative, operational, and clinical activities to ensure each facility’s practices are consistent statewide and compliant with standards of professional practice, departmental standards, and applicable federal and state regulatory, certifying, and accrediting agency requirements. Supervision is exercised over professional staff responsible for reviewing and analyzing the effectiveness and efficiency of facility services, and for recommending new or modified operational methods, procedures, and improvements in the efficient utilization of staff, technology, and equipment. Work is performed with considerable independence and is reviewed by the bureau director through reports and conferences for compliance with regulatory requirements and for effectiveness of results achieved.

• Provides consultation and technical assistance to facility directors, department heads, program managers, and other officials regarding facility needs and recommends improved methods, standards, and procedures.

• Advises OMHSAS leadership on methodologies to ensure individuals in Pennsylvania’s behavioral health system are served appropriately by identifying opportunities for transformation and improvement in administrative, operational, and clinical areas and advising OMHSAS executive staff when additional resources are needed, such as information technology upgrades and staffing enhancements.

• Directs the design and implementation of clinical and process evaluation studies and develops interventions and documentation models to capture and track the use of evidence-based practices with clinical outcomes.

• Oversees the implementation and integration of the state Electronic Health Record (EHR) system and serves as the primary contract monitor for the EHR system vendor and associated technologies.

• Reviews and monitors the financial management activities of state mental health facilities.

• Develops new bulletins, operational directives, legislation, and regulations to meet new requirements.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the laws, regulations, and standards governing the administration of mental health facilities.

• Knowledge of the principles and practices of public administration.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to prepare and interpret statistical analyses utilized in cost analysis reporting.

• Ability to analyze written information and numerical data.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Six years of professional administrative experience that includes three years of managerial experience in a state-operated mental health facility or direct care facility, and a bachelor's degree;

or

• An equivalent combination of experience and training that includes three years of managerial experience in a state-operated mental health facility or direct care facility.
