JOB TITLE: DIRECTOR, BUREAU OF COMMUNITY SERVICES, ODP

DEFINITION: This is professional and administrative work in directing the operation of Medicaid home and community based waiver programs and establishing service delivery standards and requirements for privately operated intermediate care facilities for individuals with intellectual disabilities (ICF/ID) overseen by the Office of Developmental Programs (ODP), Department of Human Services.

The employee in this job is responsible for planning, organizing, directing, and coordinating the development, implementation, interpretation, and revision of regulations, policies, and procedures for services provided to individuals with intellectual disabilities residing in communities or in ICF/ID facilities within the commonwealth. Work involves ensuring all community based operations, including county administrative entities, support coordination agencies, service providers, and private ICF/ID facilities, are administered in compliance with established program policies and service delivery standards; identifying service needs; directing the allocation of funds; and evaluating overall program effectiveness. Work also involves directing the development and implementation of all mandated programs in conformity with federal requirements, legislation, and regulations, and overseeing the maintenance of all necessary certifications for privately operated ICF/ID facilities and community based settings. Supervision is exercised over administrative, professional, and technical staff. Work is performed under the general direction of the Deputy Secretary for Developmental Programs and is reviewed through reports, conferences, and quality outcomes.

• Manages policy development governing quality management practices for regional and statewide community based programs for individuals with intellectual disabilities.

• Directs policy development and implementation for the waiting list initiative, the recruitment and retention initiative, and other initiatives focused on serving individuals with intellectual disabilities.

• Manages the development of outcome measurement tools to ensure proper implementation of new policies.

• Provides consultative advice to the Deputy Secretary for Developmental Programs on policy and procedure development related to community based program issues.

• Directs the development and implementation of all mandated programs for individuals with intellectual disabilities to ensure conformance with pertinent legislation.

• Represents ODP with legislators, outside agencies, and other departmental program offices.

• Confers with local government officials, public and private human services groups, departmental program administrators, and others on the administration of privately operated ICF/ID facilities and community based services.

• Develops, executes, and oversees operating contracts and agreements with county administrative entities to administer components of the Medicaid waiver program and to establish service standards and exception determinations.

• Ensures the overall effectiveness of service provision to individuals with intellectual disabilities.

• Prepares reports for the deputy secretary on programs, services, operations, and problems.

• Evaluates the effectiveness and coordination of programs and services.

• Meets with elected officials, boards of trustees, community advocate groups, and others to interpret legislation and departmental rules and regulations.

• Directs quality management plans for county administrative entities, support coordination agencies, community based providers, and regional ODP offices.

• Provides continuous review of program budgets and service contracts for community based programs.

• Performs the full range of supervisory duties.

ENTRY-LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the provisions, objectives, and goals of legislation and policies applicable to services for individuals with intellectual disabilities.

• Knowledge of human services programs, policies, and procedures impacting individuals with intellectual disabilities.

• Knowledge of the structure and operations of community based organizations, community public and private agencies, and facilities for individuals with intellectual disabilities.

• Knowledge of the principles and practices of human services program planning and evaluation.

• Knowledge of the principles and practices of employee supervision.

• Ability to read, analyze, and interpret policies, procedures, and regulations.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Eight years of professional human services program experience, that includes four years of experience in working with people with intellectual disabilities, two years of which were in a supervisory capacity, and a bachelor's degree;

or

• An equivalent combination of experience and training that includes four years of experience in working with people with intellectual disabilities, two years of which were in a supervisory capacity.
