JOB TITLE: DIRECTOR, BUREAU OF SUPPORTS FOR AUSTISM AND SPECIAL POPULATIONS, ODP

DEFINITION: This is responsible professional and administrative work directing and planning the activities of the Bureau of Supports for Autism and Special Populations, Office of Developmental Programs (ODP) in the Department of Human Services (DHS).
The employee in this job directs the development, implementation, and evaluation of all statewide adult autism program operations that serve individuals and special populations with Autism Spectrum Disorder (ASD), specialized intellectual disabilities (ID), and complex medical and developmental needs. Work involves developing, revising, and implementing policies and procedures to improve autism program services; directing the analysis of federal and state regulations to determine the impact on service delivery; developing and maintaining comprehensive statewide and regional autism informational resources; establishing and prioritizing service needs for individuals with ASD and special populations; and managing the ongoing implementation of statewide autism diagnostic and assessment tools. Work includes developing and implementing compliance monitoring activities for a statewide adult autism and specialized ID service delivery system; serving as the principal advisor to the Secretary of the Department of Human Services and other department staff on issues related to autism; overseeing the Autism Services, Education, Resources, and Training (ASERT) Collaborative; working with commonwealth agencies to implement standards of practice; and overseeing the design and implementation of training protocols for autism support providers. Supervision is exercised over administrative, technical, and professional staff. Work is performed under the general direction of the Deputy Secretary for Developmental Programs and is reviewed through reports and conferences.

• Directs the review of federal and state regulations, policies, and procedures to determine the impact on service delivery and the need for programmatic changes.
• Develops and revises policies and procedures related to programs that serve individuals and special populations with ASD, specialized ID, and complex medical and developmental needs.
• Directs the implementation of statewide autism diagnostic and assessment tools.
• Directs the implementation of training standards for physicians, behavioral/mental health practitioners, and other professionals working with individuals with ASD.
• Serves as principal advisor to the Secretary of the Department of Human Services, Deputy Secretary for Developmental Programs, and other department staff on autism issues.
• Oversees and serves as the commonwealth’s primary liaison to the ASERT Collaborative.
• Oversees the development, implementation, and monitoring of new and innovative adult autism program service delivery models.
• Oversees the development and implementation of comprehensive and standardized autism program services.
• Directs the development of statewide and regional autism informational resources.
• Researches, monitors, and evaluates the quality of services delivered to individuals living with Autism Spectrum Disorder, specialized ID, or complex medical and developmental needs.
• Identifies best practices, gaps, and issues with service delivery and opportunities for improvement.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of human services program planning and evaluation.
• Knowledge of human services programs, policies, and procedures impacting individuals with developmental disabilities.
• Knowledge of the principles and practices of employee supervision.
• Ability to read, analyze, and interpret policies, procedures, and regulations.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):
• Six years of professional human services program experience serving individuals with developmental disabilities, including two years of supervisory experience, and a bachelor’s degree;
or
• An equivalent combination of professional experience and training which includes two years of supervisory experience in a human services program serving individuals with developmental disabilities.
